The problem of influence of international labour migration on the forming of state social capital is emphasized. The necessity of examining the social capital problem in Ukrainian science and creation of the relevant field of economic theory is explained. The results of influence of social capital on the entrepreneurship and generating of innovative ideas are presented by the example of Silicon Valley, United States of America. The influence of social capital on human security in society is estimated. The role of government policy in forming of the state social capital is stressed. In the tideway of “human transfer hypothesis” the way the international migration decreases social rootedness is shown.
