Experience of the Ukrainian local authorities in quality upgrading of administrative and managerial services for population and business is exposed. The local budgets forming methods, which are wide used in Ukraine, are described, such as: strategic planning, programmatic and purpose method of local budgets forming, implementation of the systems of the quality of services control by the executive organs of city government.
