The experience of creation and development of transborder clusters in the EU countries is analyzed. The models of their forming as monopolar and bipolar clusters are defined. The obstacles of forming and functioning of transborder clusters in European regions are analyzed. The endogenous and exogenous factors of development of transborder clusters in boundary regions of Ukraine are outlined. The perspectives of transborder clusters’ creation in western regions of Ukraine are considered on the example of Lviv region. The necessity of maintenance of organizational and financial support of the transborder clusters’ creation on regional and national levels is substantiated.
