Main theories supporting cluster development are reviewed. Advantages of a cluster for government authorities, education, science, public and businesses are investigated. Positive results of introducing a cluster model in the region are listed. Main causes of slow-paced cluster initiative introduction in Ukraine are outlined. Selected strategic documents focusing on priorities of biotech and pharmaceutical development as main components of health care system are reviewed. Prospects of developing a healthcare cluster in Lviv region are analyzed.
