Resume

On the basis of empiric information which characterize differences between regions in economic development, the method of proof of scientific hypothesis is shown that basis to these differences are formed by rent forming factors. For determination of influencing of rent on the level of economic development of regions necessity of the use of the proper criteria is substantiated. As such criteria is suggested to use cost indicators (that allow through exceeding of some middle or normalized level to get confirmation about its presence) and time indicators (that allow through the identification of reserves in the use of labour force and/or worked fund of working hours to get confirmation about the presence of the rent constituent).
