The quality of housing and utilities in most regions are in a poor condition and does not meet the needs and expectations of the population, and the total amount of financial resources allocated in this sector is insufficient. To assess the condition of the housing, the government uses the following indicators - the level of deterioration of municipal infrastructure; the number of houses that need major repairs; provision of housing with measuring equipment; number of condominiums per thousand of inhabitants; proportion of families receiving subsidies for utilities. The article elaborates the theoretical approaches and practical recommendations for improving the evaluation of the effectiveness of housing and financial support in terms of its modernization. This, in turn, will provide the appropriate tools of evaluating the effectiveness of reforming housing with taking into account alternative sources of funding. The existing indicators of condition of housing and communal services focus on the social impact of housing reformation, but do not fully reflect the performance of enterprises in terms of profitability, business activity, energy efficiency and more. The analysis of the current values ??of indicators shows the result of poor housing reform - for the past 3 years indicators did not change or became worse. In order to assess the complex situation in the municipal sector in the region, we proposed to introduce the integrated assessment of municipal infrastructure efficiency that includes eight sets of indicators, such as the competitive environment in the utilities sector, investment component, social aspects, financial results and innovative development of municipal infrastructure. We propose to evaluate financial performance by not only the number of loss-making enterprises and the amount of damages, but also analyze the trend and structure of their accounts payable. An important group of indicators is the structure of financial flows and the structure of investment resources. In terms of the deficit of the state budget, the role of private investment and international financial institutions to finance the modernization of housing sector increases. In our opinion, it is appropriate to expand the list of indicators of quality and availability of utilities sector, by adding the indicators of reliability and safety of utility services on the one hand, and energy saving - on the other. The evaluation of the efficiency of regional programs of modernization of municipal infrastructure cannot take into account only several parameters, as is typical for modern rograms and concepts. It is necessary to introduce a clear assessment criteria based on a comprehensive analysis of the results of infrastructure modernization.
