Resume

The market transformation of agriculture in Ukraine, integration into the global and European economies and globalization has led to transformation of the territorial structure of the agricultural sector, both at national and regional levels. The transformation of the territorial structure actualizes study of regional differences in the level of agricultural production in order to implement agricultural policies that ensure the integrity of the economic, social and political unity of the state and development of agriculture in the long term period. The article aims to evaluate the transformation of the territorial structure of agrarian production of Ukraine in regional aspect and to define the problems and priorities of the agricultural sector to promote economic growth. The study provides a detailed analysis of structural changes in agricultural production in Ukraine in regional distribution since the beginning of the agrarian reform up to the modern period of time. The assessment was conducted on the basis of quantitative dynamics of the proposed division of regions into three groups formed by the value of gross agricultural output per capita of rural population to its average value in Ukraine. The first group is the developed agrarian regions – 100% or more, the second group – average level of agricultural production – from 75 to 100%, the third group – underdeveloped agrarian regions – 75% and below. It is established that since the beginning of market reforms structurally and relatively homogeneous agricultural space of Ukraine has reformed toward its polarization due to adaptability to different market conditions and uneven entry of the regions into international markets. The developed and underdeveloped agrarian groups have increased by 2 points and the structure of average agrarian level has decreased by 2,7 times. The problems caused by historical and economic factors that led to polarization were indentified. The polarization of the agrarian sector of Ukraine concerning the export of agricultural and food products is analyzed. Regions are identified in Central, Eastern and Southern Ukraine where the market transformation helped to develop agricultural production and improve export activity and regions in the Western Ukraine and Polissya, which formed and increased the group of underdeveloped regions. It is stated that the polarization level of agricultural production in the regional distribution does not contribute to the economic integrity and social and political unity of the state. The priority areas of correction of territorial structure imbalances in agrarian production are suggested: stimulation of agrarian entrepreneurship, including small-scale production; state support of agrarian producers; development of market and social infrastructure in rural areas.Рубрика: Розвиток сільських територій
