Human capital losses content is characterized and integral indexes of the given losses in Ukrainian regions in 2008-2009 are calculated. Regional variety, structure and structural shift of integral index of human capital losses are presented. Standard coefficients are calculated and integral estimation by the system of indexes correlated with human capital losses is considered. Structure of regions by this integral estimation is investigated. The correlation of regions’ grade for their human capital losses and non-stimulation of its development is estimated.

The absolute and relative losses of human capital are analyzed in the view of development of socio-humanistic paradigm. Approaches to determination of human capital loss in the quantitative and qualitative measuring are outlined. Necessity of the conception of diminishing and subsequent prevention of human capital loss is stressed.
