The interpretation of term «efficiency» considered by domestic researchers is presented. Different types of social programs efficiency are selected. The improved methodical approach to estimation of budgetary programs efficiency, which contains indicators of social, economic and budgetary efficiency, is offered. Main prospects of application of such approach to the estimation of efficiency of the budgetary programs in Ukraine are defined.
