Сurrent article, probably for the first time, analyzes the model of state-building, where the nation is considered to be conscious of its national idea of the future development. It argues that based on this Idea, the stratagems for building a nation-state of indigenous people with all the proper attributes are being developed. The title nation living in this state has an exclusive (exceptional) natural, cultural, religious and historical right to self-determination and protection. The paper notes that in a process of elimination of imperial assimilation barriers, these stratagems perform three fundamental and at the same time interrelated functions of spiritual revival: consolidation of the nation, its identification and integration into a civilized world. Everything impeding the realization of these core functions for national progress is stressed to be a remnant of the hostile neighbourhood of the past, which contemporaries must not keep for the future generation to attain a better future. In this context, an integrated approach to the National Idea is proposed as a set of integral stratagems of national progress, which made it possible to highlight the corresponding priorities of building a national state in each block of stratagems. For example, in the unity bloc - to return the peace and integrity of the country; in the defense of “ukrainianness” – not only to adopt, but also actually implement the law on the Ukrainian language, speed up de-communization, strengthen security in particularly in the national information space. As for the “dignity” bloc, one should not only “not embrace”, but also adhere to the vector of civilizational development, achieve admission to NATO, the EU, achieve high socio-economic living standards of people of developed countries, indicators of their well-being and recreation, protect their health; and at the same time - develop their own strength and resources. The achievement of the planned indicators before Ukraine admittance to NATO and EU, which constitute its homework, affects not only the named blocks of stratagems, but also the structure of global and regional factors, exclusive barriers that still lie in the field of Ukrainian studies of virgin land. In the paper the conclusion is made that in the conditions of an aggressive external environment and continued imperial support of the “fifth columns” in Ukraine - this poses a great danger to state sovereignty, national identity and European-NATO integration. Moreover, further disregard for them is deadly as a continuation of any war and imperial assimilation. In the circumstances of the hybrid war of Russia against Ukraine, it is vital for a person individually, existentially for a nation as a social community of people and globally dangerous for the development of the cultural diversity of humanity as a whole. Comprehensive account of these, triple-connected processes, is of great importance for developing an effective road map for the ultimate exit of Kyiv from the orbit of Moscow’s imperial claims, enhancing the self-exclusive subjectivity of Ukraine, and accelerating its accession to the number of free countries of the world. 

Ukrainian National Idea, stratagems for nation-state building, barriers to national identity protection, information space 

Ukrainian nation, the scientific community has suffered heavy loss when the on August 14 during 86th year of life stopped beating heart of Mykhailo A. Holubets - an outstanding scientist in geobotany, ecology, geo-socio-systemology, environmentalism, protection of Ukrainian Carpathians, Academithian of National Academy of Sciences of Ukraine, Honored Scientist of Ukraine, laureate of the State Prize of Ukraine in science and technology. 

Attention is paid for the first time to the need for bringing the definitions «institute» and «institution» (organization) into correspondence with the terms of authorities’ decentralization from the socio-humanistic point of view. In this context the features of their different dominants and directions of combining on the basis of personal (moral, ethical, socio-cultural, outlook, mental, etc) human characteristics and spiritual and intellectual potential of national elites as the producers of qualitative transfers to the development of new future Ukraine are analyzed. In the same time attention is focused on the need for the country to maintain growth of awareness by the institute of prefects about the major components of Ukrainian idea as the stratagems of general country development and as the markers of the nation unification in order to conduct reforms and implement the tasks on realization of European integration civilization choice of Ukraine, strengthening of its national security, protection of state sovereignty and breakthrough into world spaces and markets. It is suggested that while working at roadmap of Ukrainian institutional transformation the modern components of Ukrainian national idea should be considered as its development stratagems and as the basis for conducting anti-corruption, law, fiscal and defense reforms. The importance of introducing strict taboo on at least three “de”- de-nationalization of Ukrainians, de-unity of the country and de-centralization of its governance with granting special status to certain regions - in conditions of war in order to strengthen Ukrainian unity and protect its sovereignty is explained. For the first time in conditions of Russia’s war intervention into Ukraine, annexation of the part of its territory, support of collaborationists and criminal activity of mercenaries, the problems of decisive maxims determining as the principles and guides of social transformation and economic modernization in order to strengthen the system of national security are outlined. In this context the complex of factors of both sustainable development and succession (heredity) of Ukrainian people existence, maintenance of their national identity and increase of synergy of own modern state development as the old-established idea is analyzed. Taking the abovementioned into account, attention is paid to the following: axiology of choosing the state integration vector, its innovative development paces, institutional intellectual and creative ability to enter world markets with knowledge-intensive high-technology production, scientific and exploring potential of researches «in advance» of technical progress modern achievements and requirements of active markets, range of non-economic factors of development of efficient national state and its economy, increase of well-being of population and achievement of emergence effect in the system of the population and world security.

Based on the analysis of threats to the state building process in Ukraine, preservation of its national identity for the first time is proposed to introduce the Ukrainian idea components in the rank of strategies of socioeconomic development, its national security systems and collective Euro-Atlantic security. This would become the basis for harmonization and integration of vectors of development of national economy and conduction of regional policy on the one hand. On the other hand – this would remove supposedly insurmountable existing regional contradictions, that indeed are speculation of anti-Ukrainian forces, that come from outside to prevent the consolidation of the Ukrainian people and prevent the mobilization of its effort to increase its state building capacity, strengthening national security and thus finally accelerate the output of Ukraine on the world’s leading scientific, technical, socioeconomic, information technology, moral, cultural and other civilization positions. It is shown that the choice of axiology of ideological support of development of the national state is a factor of future of Ukrainians, Ukrainian identity preservation, and also the life of the nation in general.
