The territorial marketing toolkit includes a variety of methods and actions aimed at analyzing the marketing opportunities of the region, as well as strategic planning and implementing measures for effective positioning of the territory. It also includes identifying and meeting the needs of the community’s key customers, carefully organized and targeted within a comprehensive marketing plan. The article aims to identify the marketing tools for the management of territorial communities to ensure competitiveness and promote sustainable development of the territory. The article presents theoretical approaches to the application of marketing mechanisms at the territorial level and describes in detail the components that make up the marketing strategy of communities. The author examines the peculiarities of the use of marketing tools, including the 4P model – product, price, place, and promotion in the territory supplemented by two Ps – policy and public, which are becoming important in the development and management of communities through a marketing approach due to the growth of democratization. Particular attention is paid to the segmentation of target consumers and market research to identify the needs of target audiences in the context of public services. The author emphasizes the need to consider the territorial community as a complex system with multiple components, which can be analyzed from three aspects: administrative-territorial division, consumer needs, and sectoral analysis. The use of various approaches to structuring marketing elements helps to strengthen competitive positions and attract interest in the territories. The article proves that territorial marketing covers a set of actions and skills aimed at effectively presenting the characteristics of the territory to potential stakeholders, including both quantitative and qualitative attributes, meeting the needs of various target audiences. Defining the unique identity of the territory and its advantages, as well as identifying weaknesses to further address them is an important step. The final stage involves positioning the territory and highlighting its distinctive features in comparison with competitors to attract investment and resources.

The article examines the main criteria of the concept of “financial and economic capacity of a territorial community”. It defines the main tasks of local development that impact the financial capacity of the territorial community, including the creation of an efficient social, production, and transport infrastructure and balanced environmental management, support and promotion of entrepreneurial activity, development of financial capacity that would meet the financial needs of the community, achievement of efficient use and optimal distribution of financial resources, strengthening the financial capacity of the community, implementation of long-term strategic guidelines of the community in terms of socioeconomic development, diversification of financial revenues to the community budget between different sectors of activity, improvement of the system of administration of local taxes and fees, creation of a system of financial distribution between the territories of the community on the basis of social justice, and increasing the efficiency and transparency of the use of budget funds. The authors distinguish three types of community capacity: potential or estimated capacity; a capacity that is legally recognized by the CMU; and real capacity. The article aims to generalize the theoretical experience of researchers on the issues of the financial and economic capacity of territorial communities and opportunities to address the challenges faced by the country and local governments. The article develops a mechanism for the realization of the financial and economic capacity of the community and determines that the development of the community at the local level depends primarily on 3 main factors: the community’s administrative apparatus, the socio-economic capacity of the territory, and financial capacity of the territory. The authors conclude that diversification of financial revenues to the budget and efficient use of resources to increase financial capital are the main tasks of communities in ensuring financial capacity.

The results of science are directly related to the development of technologies, the level of which depends on the timeliness, scope, and quality of research, the effectiveness of R&D, and its transfer to production. The effectiveness of such processes directly depends on an efficient state science and technology policy. Years of postponed systemic reforms of the organization of scientific activity in Ukraine and gradual reduction of funding for science to a critical level only increase the scale of problems and deepen the loss of the country’s innovation capacity. New shocking challenges have been added to the problems of science’s survival in the last pre-war years due to the consequences of the full-scale war unleashed by russia against Ukraine. The article analyzes the role of science as a way of forming and increasing the innovative capacity of economic and social development. The authors identify and characterize the state and peculiarities of the functioning of the scientific sphere in Ukraine in the context of the russian-Ukrainian war. The article summarizes the peculiarities of approaches to the prospects for the development of science as an effective component of the national innovation system and the directions of its contribution to the post-war reconstruction of the country. The article aims to summarize the peculiarities and analyze the general state of functioning of the scientific sphere of Ukraine during the war, to identify its systemic problems, and to set the tasks of development in the post-war period in terms of forming the innovative capacity for the restoration and modernization of the national economy. Systematic analysis of the proposals initiated by scientists, experts, and public authorities in the field of education and science has shown that the state will try to focus funding on research in the field of defense complex and several other applied fields. This requires the actualization of direct dialogue between enterprises and scientists with some support from the state. There is a need for another significant transformation of the science governance system and the creation of an effective state body capable of efficiently planning activities and allocating and controlling research expenditures.

The article focuses on the problems of destabilization of the Ukrainian national economy and its regional markets in the context of the full-scale war. The key challenges of regional development in the short term as a result of their growing imbalances are identified, in particular the functioning of labor markets. The authors point out the long-term challenges to the development of regional labor markets and prove that the policy of their leveling should be based on strengthening competitiveness and enhancing convergence with the EU labor markets. The most critical trends in social stability in the regions of Ukraine during the war are characterized. The article presents statistical parameters of the registered labor market in the regions of Ukraine separately in terms of labor supply and separately in terms of labor demand in the pre-war period and during the war. The reasons for the low level of registered unemployment in the regions of Ukraine during the war are highlighted. The authors analyze the level of balance of regional labor markets and identify the main risks and threats to their functioning and development in the context of modern destabilization processes. Based on the analysis of regional aggregate demand (vacant and employed jobs) and aggregate supply (economically active population) in 2008, 2014, and 2021, the level of balance of the domestic labor market is calculated and assessed. Three types of labor-surplus regions are identified: (1) regions with a lag in socio-economic development and intensive demographic growth; (2) depressed regions, where the number of jobs stabilizes or decreases due to stagnation in the areas of specialization due to the exhaustion of raw materials or poor competitiveness of manufactured products; (3) regions with a deformed economic structure or monopoly position of enterprises and individual industries in the labor market, which leads to an imbalance of demographic or qualification nature. The prospects and priorities of the state policy of stabilizing the functioning and ensuring the development of regional labor markets in Ukraine are outlined.

The article addresses the resource productivity of the economy of Ukrainian regions and its impact on the total factor productivity of these regions. The main challenges of implementing the methodology for evaluating resource productivity offered by the European Union and the Organization for Economic Co-operation and Development in the Ukrainian context are outlined. In accordance with the mentioned methodology, the resource productivity in Ukraine across its regions in 2021 is assessed. The regions are categorized into four groups based on the examined indicator. A theoretical model of resource productivity is proposed. The key factors influencing resource productivity indicator are outlined. Based on this model, a hypothesis regarding the connection between the total factor productivity of regional economies and selected factors from the model is formulated. Through an empirical method, the following indicators are chosen for correlation-regression modeling: the natural logarithm of total factor productivity calculated using the Organization for Economic Co-operation and Development methodology; resource productivity; land plowing level calculated as the share of agricultural land in the total area of the region; resource production density calculated as the production of material resources per region area; the level of territory conservation calculated as the share of protected areas in the total area of the region. The selected indicators are tested for heteroscedasticity and multicollinearity, and a correlation matrix is created. Based on the correlation-regression analysis using the least squares method, the degree of influence of resource productivity on total factor productivity of regions is determined. Moreover, the hypothesis about the dependence of regional productivity on resource productivity and its production density is substantiated.

The article emphasizes the need for the transformation of agro-industrial production as one of the leading sectors of the national economy, which over a long period of development was able to reach such a level that it not only covers domestic food needs but also occupies a significant niche in the world markets. The current stage of Ukraine’s development will undoubtedly lead to the entry of our state into international political, social, military, and economic structures. Overcoming the negative impact of the factors of the development of agro-industrial production is possible through a deep reform of the institutional environment for the development of rural areas and agro-industrial production. The main imperatives of such a strategy should include the creation and ensuring the effective functioning of integrated agricultural formations of a new type in connection with the development of communities. It should lead to the expansion, rationalization, and mutual coordination of the range of economic, social, and ecological interests of the state, local authorities and self-government, producers of agricultural products, and the rural population. The current stage of the country’s socio-economic development is determined by the need for post-war modernization and recovery of all spheres of life in Ukrainian society, requiring the selection and purposeful research of the most relevant types of agro-industrial integration, which would ensure activation and improvement of the efficiency of integration processes, including cooperatives and clusters. The article emphasizes that the support of agro-industrial formations of a new type based on ensuring the mutually agreed interests of food producers and rural areas should be achieved due to the synergetic effect of agro-industrial integration, which will significantly increase the effectiveness of such interaction. The authors prove that the state’s efforts in the process of post-war reconstruction of the region should focus on the development, approval, active implementation, and support of the agricultural formations, the effectiveness of which will depend not only on the development of rural areas but also on the entire country as a whole.

The article aims to study the main components of activity and determine the priorities for ensuring the competitiveness of business entities in the current conditions. The article analyzes the key aspects influencing the competitiveness of business entities in a rapidly changing global economy. The importance of innovations, operational efficiency, and strategic positioning in creating sustainable competitive advantages is examined. The article shows that successful adaptation to market conditions requires business entities to develop comprehensive strategies that cover not only internal processes but also external cooperation and political support. The author emphasizes the dynamic interaction between various factors that shape the competitive environment and underlines the importance of continuous innovation and strategic flexibility to ensure long-term competitiveness. The competitiveness of business entities can be defined as the ability to maintain competitive advantages that contribute to attracting consumer interest in a competitive market. The author suggests considering the characteristics of competitiveness only for those entities that have a clearly defined goal and seek to achieve it through competition. The article considers the basic scientific principles and defines the main scientific approaches to the methodology of studying the economic security systems of enterprises, which include systemic, structural, functional, process, integrated, organizational-scientific, and resource-functional approaches. The author reveals that the integration of these approaches allows for a deeper understanding of the mechanisms of functioning and development of economic security of enterprises at different levels. Specific scientific approaches inherent in the development of the methodological foundations of security science are characterized, including defensive, competitive, harmonized, convergent, dynamic, adaptive, activity-based, reactive-situational, and resilient approaches. The article proves that this methodology has a significant scientific basis presented in numerous works that analyze in detail the phenomenon of economic security at different levels – from the state and regions to individual organizations. The author finds that the issues of security science are undergoing significant transformations, which are determined by changes in the external and internal environment of enterprises in the context of increasing turbulence and dynamics. These changes cause a constant need to analyze, improve, and develop new approaches, mechanisms, and tools to effectively respond to new threats and challenges. The article proves that the current conditions of informatization and digitalization require the inclusion of new information and technological foundations in the methodological apparatus, which expands the possibilities and methods of cognition. It determines that the synthesis of various scientific approaches and principles creates a conceptually new basis for security science, which reflects the need for a comprehensive and in-depth analysis of the economic security of enterprises, taking into account their interaction with various economic, social, political, and technological systems. The author proves that such an approach allows not only to analyze existing conditions and threats in depth but also to predict potential challenges and develop effective strategies for sustainability and development.

The article addresses the current problem of researching the peculiarities of the functional approach to the management of a tourist business enterprise operating in the conditions of war and develops practical recommendations for its improvement. With the help of methods of analysis and synthesis, the management functions of an active Ukrainian travel agency in the conditions of a systemic socio-economic crisis in the country are analyzed, positive aspects of management and problematic factors of development are identified, and proposals are made to improve the implementation of the functional approach in the management of the enterprise. The article suggests focusing on the planning of activities to ensure the physical safety of tourists and to create a digital information system of safe tourism with access to the Internet. The authors verify the operational efficiency of the agency, which overcame the negative consequences of the systemic crisis and is profitable in war conditions. Drafting a general business plan to coordinate operational plans and resource allocation opportunities is suggested. To overcome price shocks and take into account consumer priorities, the article proposes to introduce flexible pricing based on demand in the target market. The effectiveness of the implementation of the motivational function is confirmed by the creation of a capable team and the development of corporate relations. To increase the labor productivity of the staff, the authors suggest coordinating the remuneration based on the results of the activity according to the performance indicators and the level of motivational expectations of the staff. To increase the quality of implementation of the function of financial discipline control, the article proposes to determine the sources of cost savings and resource consumption. To ensure stable work in the conditions of a systemic crisis, the article recommends to introduce an analysis of the opportunities and threats of the external environment and the strengths and weaknesses of the agency. Prospects for further investigations are suggested to be directed towards identifying the sources of growth of the agency’s profitability and financial security management.
