Forming of the model of management by administrative-territorial units has been considered on the basis of theory of double managing: managing operations and programmes and projects management, and also basic structural elements of the model: values, potential, strategy, objectives, tasks. A model of management by administrative units is based also on the use of axiological approach and is adapted to modern conceptions of management, in particular «living management». Creation (saving) of values for the providing of potential capability of territorial community to its effective functioning in the conditions of indefinite external environment is one of general objectives of management by social and economic development of administrative units. The values of separate territorial communities are unidentical, that stipulates the uniqueness of strategies of administrative units.
