The necessity of creation of innovative regional infrastructure is outlined. Recommendations over its creation with application of methodical tools of the pattern recognition theory are justified. Such instruments are based on the determination of similarity degree by calculating similarity coefficients, coupling coefficients and indicators of distance in a metric space.
