The problem of qualitative characteristics evaluation of housing and comunal service as a system object is examined and the trends to upgrade the quality of services are defined. Based on the analysis of international experience it is determined that such an important subject as housing and communal services should be examined on the principles of analysis of qualitative and functional characteristics. The fact that analytical and design task of housing and communal services quality research as an integrated system consists in its reflection in a specific indicators structure is substantiated.
