Resume

The methodology of regional innovative capacity estimation that includes resource and result constituents is elaborated. This methodology enables forming of the well-grounded scientific and innovative policy of regional development. Innovative process is proposed to be considered according to the following subsystems: generation, transfer, absorption and application of knowledge.
