The modern theoretical approaches to economy growth maintenance are investigated; the cluster approach to economy competitive ability maintenance is analyzed. Conceptual principles of intellectually innovative clusters creation in Ukraine are developed and offered, namely the stages of their creation, functions of the state authorities in this process, organizational and economic terms of regulating and investing.
