Mechanism of municipal bonds emission which includes a complex system of measures is proposed that will enable more efficient to organize municipal bond issuance as well as timely taking into consideration the changes that occur on the financial market. The stages of conducting of the analysis of opportunities for emission implementation as well as main indicators, assessment of which will give the most objective vision of borrowings expediency are allocated.
