Practice of cross-border cooperation (CBC) in Ukraine shows that the use of European forms and mechanisms of its implementation in Ukrainian conditions appeared ineffective. The lack of scientifically based methodology for assessing the effectiveness of CBC played in this an important role, and its use can help to estimate the real situation, problem side and priorities for activation of CBC. In this paper, the research is conducted and systematization is made of existing methodological approaches to assess social and economic efficiency of CBC in Ukraine. Analysis of the theoretical works of leading Ukrainian experts shows that there is no single approach to determine the effectiveness of CBC, and most models examine only some aspects of CBC’s impact on social or economic life of the cross-border regions. According to the author, actual is to create of a comprehensive model for evaluating the effectiveness of CBC, which would allow to define it for different regions without the use of conditional or theoretical endogenous parameters and which takes into account the indicators of cross-border convergence and resource efficiency of CBC. Determination of the effectiveness of CBC can be performed on the basis of realization of its goals: regional development (i.e. structural transformation, impact on economic and social indicators), and cross-border convergence (strengthening ties convergence of regional development). To study the effectiveness of regional development it is necessary to determine the impact of grant funds for CBC and regional development by regression study (indicators: grants; FDI; foreign trade; GRP). To investigate the cross-border convergence it is possible to use indicators of interdependence of such social and economic indicators as GRP, unemployment and wages. These are the main indicators that allow asserting about convergence of socio-economic development of cross-border regions.
