Definition of the regional market of educational services is given and its main features are shows. Complex estimation of regional markets of educational services in higher education sphere is conducted, that allowing: to determine the quality of educational services using in regions, to highlight regions with high potential for the development of education which can successfully compete with foreign universities to attract students from other countries, to find out how higher education in the region impact on economic growth, to characterize the efficiency of educational resources using in different regions of Ukraine. On the basis obtained results the problematic issues that need to be solved are identified, the recommendations for implementation regional policy measures of the development of educational services market in accordance with the needs of regions are developed.

The mechanism of regional educational policy is defined and the basic methods of the regional educational policy in higher education sphere are formulated. Measures of regional educational policy in higher education are analyzed and the consequences of their implementation for the educational services market in higher education sphere in the context of globalization are identified. Based on the research the model of the mechanism of regional policy of educational services market development in the context of globalization in the sphere of higher education is formed. It characterizes basic directions of key actors’ and institutions’ activities at the regional educational services market in higher education directed at improvement of higher education competitiveness and provision of regional economy sustainable development.
