The stages of development of the regional economic system are considered on the example of subsystem of productive forces. On the base of these stages the matrix of diagnostics of functioning of productive forces subsystem is developed. As a result of analysis of its basic elements the dependences which stipulate one or other condition of productive forces subsystem functioning are defined.
