In a rapidly changing global economy, the competitiveness of business entities is a critical factor in their success and resilience. The ability to compete effectively both domestically and internationally depends on many factors, including technological innovation, operational efficiency, and strategic market positioning. Thus, it is important to identify and understand the priorities and mechanisms that are the basis of competitiveness for businesses that want to thrive in today’s challenging market environment. This introduction aims to elaborate on these aspects, emphasizing their importance and the dynamic interactions that shape the competitive environment. The article aims to study the main components of activity and determine the priorities for ensuring the competitiveness of business entities in the current conditions. The article analyzes the key aspects influencing the competitiveness of business entities in a rapidly changing global economy. The importance of innovations, operational efficiency, and strategic positioning in creating sustainable competitive advantages is examined. The article shows that successful adaptation to market conditions requires business entities to develop comprehensive strategies that cover not only internal processes but also external cooperation and political support. The author emphasizes the dynamic interaction between various factors that shape the competitive environment and underlines the importance of continuous innovation and strategic flexibility to ensure long-term competitiveness. The competitiveness of business entities can be defined as the ability to maintain competitive advantages that contribute to attracting consumer interest in a competitive market. The author suggests considering the characteristics of competitiveness only for those entities that have a clearly defined goal and seek to achieve it through competition. The article proves that ensuring long-term competitiveness requires business entities to develop and implement strategic management decisions that serve as the basis for the development and implementation of competitive advantages.

The productive functioning of economic entities requires due attention to socio-economic fundamentals. The creation of transparent and favorable conditions for business, the development of infrastructure, and the provision of financial support and incentives for innovative projects help to attract investment and create new jobs. In addition, active communication, interaction, and partnership between economic entities and territorial communities are key factors for the success of both parties. This includes sharing experiences, joint planning and decision-making, and public participation in decision-making processes. This approach will help support and develop local enterprises, create a favorable environment for business development, and improve the quality of life in communities. The article aims to examine the main components of the activity of economic entities and their impact on the development of territorial communities. The article analyzes the peculiarities of the socio-economic development of economic entities. The study identifies the key aspects of economic entities’ development, namely: support of small and medium-sized businesses; advisory assistance to market entities; drafting strategic plans for the development of territorial communities; support of local infrastructure, education, healthcare, etc.; and public participation in discussion and decision-making. The article substantiates the process of decentralization reform and its impact on the socio-economic development of economic entities. The regulatory and legal components of relations between economic entities and local governments are characterized. The main areas that will facilitate efficient cooperation between economic entities of territorial communities and local governments are identified.

The paper characterizes the nature of public regional policy in terms of strengthening of competitiveness and economic security in conditions of decentralization reform. It reveals the problems of institutional background of administrative and territorial reform and shows the threats to economic security of territorial communities. Methodical approaches to organization of monitoring of regional competitiveness and economic security parameters are outlined. The paper argues that suggested estimation indicators can become the ground for assessment of competitiveness and economic security condition in the regions, for detecting of bottlenecks and weaknesses and for elimination of threats. Main threats to realization of competitive advantages and maintaining of economic security in Ukrainian territorial communities are presented and a set of measures to implement efficient regional policy of economy competitiveness increase and economic security maintenance in territorial communities is suggested. The paper provides evidence that reforming of regional development policy should secure:  transition from a “single center” policy to consideration of multi-hierarchy interests of economic entities at regional level based on the principle of vertical and horizontal coordination of measures of regional development stimulation and regional security strengthening; complex regulating impact based on the use of hybrid tools and mechanisms of regional development and security stimulation. The paper confirms that the following should become the priorities of such policy in conditions of decentralization: optimization of territorial basics of public authority with distribution of competences of local executive authorities and local governments; improving of regions residents’ life quality, reducing of differentiation by human development index and forming of polycentric system of territorial development; implementation of interregional projects and programs of efficient use of local resources; introduction of criteria of “problem” territories’ assessment in regions as well as efficient mechanisms of public support of interregional integration. Special attention is paid to the fact a region’s economy competitiveness is largely determined not only by its ability to “win” in competition with similar economic systems of the country, but by participation in megaregional groupings as well.

The paper pays special attention to the basic provisions of the new state regional policy paradigm in Ukraine, which should take into account the modern peculiarities of current reforms in the sphere of authorities’ decentralization. Innovations of this policy are characterized in terms of its priorities and strategic goals of State Regional Development Strategy as well as its implementation instruments for the nearest future. The system of state regional policy’s principles in terms of economic security maintenance as the system condition of competitive positions forming for the economy of Ukrainian regions is outlined. The list of activities to be undertaken in the sphere of legislative ground improvement and economic security strengthening is drawn. Priority directions of regional authorities’ activity directed at attraction and exploitation of modern set of instruments of management influence are suggested.
