The article highlights the issue of coherence between sustainable construction and local economic development in the de-occupied and affected territories of Ukraine, especially in the context of hostilities and post-war reconstruction. The authors emphasize the critical role of the construction industry for the restoration of regions that have suffered significant destruction, and emphasize its importance as one of the main drivers of local economic development. The study is based on an analysis of the state of the construction industry in Ukraine before the start of the full-scale invasion and the changes that took place after the start of hostilities, in particular on the example of the Kyiv region, where more than 65% of the territories were destroyed. The article includes an overview of the current state of construction in wartime, which is accompanied by an analysis of statistical data on the volume of construction works, the dynamics of completed construction, investments in the construction industry and their impact on the economic indicators of the regions. The article emphasizes that construction activity activates the local economy through the creation of new jobs, attracting investment and supporting small and medium-sized businesses, but its impact on other areas, in particular the real estate market, is limited. The methodological basis of the study is the adapted matrix of the impact of construction on local economic development proposed by the authors. This matrix takes into account key socio-economic and sectoral indicators, their dynamics and areas of influence, which allows for a systematic assessment of the relationship between construction and development of the region. To check the effectiveness of the proposed methods, examples from the Kyiv region were used, where the indicators of the volume of construction works, the level of employment, revenues of local budgets and the volume of capital investments were analyzed. In addition, the article considers the multiplier effect of construction through the calculation of multipliers of income, taxes and the real estate market. The analysis shows that although construction activities have a significant impact on tax revenues and provide funding for local budgets, their effectiveness in increasing household incomes and stabilizing the real estate market is less significant. This may be due to the fact that a significant portion of construction costs are directed to materials and services from other regions, as well as a shortage of completed construction projects in 2023. The conclusions of the article emphasize the importance of strengthening the participation of local governments, the public and construction companies in the reconstruction and recovery processes. A number of measures aimed at improving coordination between construction projects and local economic development strategies have been proposed, which will help attract investment, return of the population and relocation of business to the regions.

The article provides the methodological recommendations for the formation of the identification profile of territorial community. It is determined that the identification profile of territorial community is a tabular-graphical representation of the relationship of its main characteristics, which allows to combine unique features of community and make their correct comparison in different planes, as well as to form a list of title uniqueness within the region. Its main attributes are a systematic list of criteria for identifying the local communities, measurement scale, ID-point and deviation curve. As an informative title of the profile it is proposed to use the digital code of territory in accordance with the Codifier of administrative-territorial units and territories of territorial communities. The sequence of steps to build the identification profile of territorial community is determined, the peculiarities of their implementation are revealed. A list of 16 criteria for the identification of territorial communities is formed, according to each of which analytical values are systematized and a measurement scale is developed. Data verification was carried out on the example of Novopskov territorial community, for which an identification profile with marked ID-points and outlined curve of deviations was built. Practical testing of methodological recommendations for the formation of the identification profile of the local community allowed to draw conclusions about the possibility of using them as an effective tool not only to identify the unique features of the local community, but also to ensure quality development planning and timely adjustment of existing long-term programs and projects. The directions of further use of the identification profile of the territorial community are developed and offered. A scientific and methodological approach to comparing the results of identification in the plane «community - region» in order to form a list of title features of each territorial community uniqueness within the region. It is noted that it provides for the formation of DISTINCTIVE-identification profile of territorial communities of the region as their generalized identification profile, the construction of which is based on systematization (by the system of predominant numbers) of identification results of each community in the region. It is substantiated that such an approach allows to simultaneously recognize the distinctive features of territorial communities and to generalize the most atypical (title) of them, forming a unique image of the region as a set of unique communities. Features and stages of its construction are determined. The proposed scientific and methodological approach was used to build a DISTINCTIVE-identification profile of territorial communities of Luhansk region and identified a list of title features of the Novopskov territorial community uniquenes. According to the results of the approbation, the accents for local self-government bodies to ensure better planning of the development of the Novopskov territorial community were determined.
The presented article analyzes the problematic issues related to the formation of the strategic development documents of the newly formed (amalgamated) territorial communities in Ukraine. It is noted that in the context of decentralization each community needs to have a quality program and target documents (the Strategy and the Plan (Strategic plan) for further socio-economic growth. The authors prove that the processes of identifying issues and strategic vision of development, its main priorities and objectives, possible ways of their implementation and the necessary resources are quite difficult for members of the communities, as they do not have appropriate professional knowledge and practical experience. A clear methodological framework is emphasized for the effective organization of strategizing in addition to special knowledge of the participants. To accomplish the study objectives, the current methodological content that details the organization and implementation of strategic planning processes in communities is analyzed. In this way the authors analyze the normative-legal acts, approved by the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, as well as handbooks and methodics, prepared by experts of international and national public institutions. An overview of positive features of the relevant documents and their weaknesses are outlined. The problem situations that can occur in the territorial communities due to errors in strategic planning processes organization are emphasized. For solving the complex problems associated with the imperfection of methodical content in the field, the authors propose the ‘Guidelines for the elaboration of Strategy and the Strategic Development Plan for the newly formed (amalgamated) territorial communities in conjunction with the development strategy of the region. These are full methodological tools that enable the development of a quality strategy and strategic development plan. Guidelines are consistent with the current regulatory framework and comprehensively complement the existing methodological content of the regional development by Ministry, containing a description of the step-by-step strategic planning process, given the characteristics of participation and communication between entities, detailed relationships of the major planning documents in development with internal and external regulatory legal acts of the highest level, etc. Correlation of the main provisions of the advanced methodological content with the current regulatory legal acts in the sphere of strategic planning in the context of the sections and stages was built.
