Possibility of estimation of economic development of region as an independent dynamic dissipative self-organizing structure, which is described by the basic equation of open systems thermodynamics, is shown. The resources management coefficient and nonequilibrium coefficient can be used as the evaluation indices. Nonequilibrium coefficient is determined by the relation of external money flows (investment in the fixed assets) to the flows inside the system (gross regional product). The methodics is approved by the calculations of the indicated coefficients for the estimation of dynamics of Lviv region economic development. It is shown that as compared to other regions, except for the Kiev region, Lviv region is characterised by overactivity of development.

Legislative acts concerning issues of public housing provision and regulatory compliance of housing provision in Ukraine have been analyzed. The comparative description of two types of habitation (social and available) based on the right of ownership, sources of funding, rights to get a flat and the minimum norm of its granting has been formed. The description of the «social dwelling» and «available dwelling» concept has been specified, the correspondence of valid approaches has been established and the main differences in its forming and financing have been determined.
