For developed countries with relatively stable environments, migration mobility is a condition for socio-economic development. Many states practice using the migration factor to solve demographic problems associated with depopulation. In recent years, however, migration mobility has continued to grow not only because of the realization of the right of modern people to choose a place of residence with better conditions. Increasingly, natural disasters and environmental crises are becoming factors of growing migration mobility. For Ukraine, the impact of security factors is particularly noticeable – first in 2014, and then from 2022. The security factors of migration mobility are usually determined by military conflicts, which not only cause massive forced displacement but also have long-term consequences for donor and recipient states. Migration mobility in such circumstances is a personal life catastrophe, the consequences of which depend on the policy of the host state and the return policy of the donor state. The article aims to reveal the current trends and types of migration in Ukraine during the war and to outline its regional peculiarities. The authors analyze the current trends in the migration processes that have been taking place in Ukraine over the last years with a special focus on migration mobility in the context of war. The article substantiates that the population migrates in two directions – internally and externally. The dynamics of internally displaced persons and refugees from Ukraine to European countries under the influence of hostilities is examined. Special attention is paid to the problems of forced migration, re-emigration of the Ukrainian population, and adaptation and integration of refugees from Ukraine abroad. Regional peculiarities of migration processes in Zakarpatska oblast are outlined. Considerable attention is paid to specifying the challenges and threats posed by migration mobility in times of war both at the national and regional levels. The article proposes specific tools for the development of a regional policy on regulating migration mobility for the rear regions, including Zakarpatska oblast.
In the modern world, the issues of socio-economic development of territorial communities are extremely relevant and complex. Local development is a key factor in ensuring sustainable economic growth and improving the quality of life of local residents. Strategic planning and targeted activities at the level of territorial communities are becoming increasingly important for achieving these goals. The socio-economic development of communities is a complex process that includes many aspects, such as economic activity, infrastructure development, education, healthcare, social needs, and many others. Taking into account the individual characteristics and resources of each territorial community, it is necessary to develop strategic directions that would meet its unique needs and capabilities. This approach will improve governance mechanisms, contribute to sustainable development, and improve the quality of life of the population. The article aims to analyze general approaches to shaping of strategic directions for the development of territories. General approaches to the creation of strategic plans and plans for the socio-economic development of individual territorial communities in Zakarpatska oblast located in different districts are analyzed. Special attention is paid to the need to harmonize the strategic directions of community development with strategic priorities at the regional and national levels. The article identifies the main trends in community development, which are reflected in the formulation of the goal and strategic and operational objectives, as well as in the identification of key development priorities and in overcoming various problems, including those related to human capital and infrastructure development, environmental improvement, small and medium-sized business and energy efficiency development, and governance improvement. The authors reveal that some of the approaches to formulating strategic goals may go beyond declarative ones, as they contain a wide range of tasks that cannot always be implemented in modern conditions due to insufficient resources.

The process of financial decentralization has had a significant impact on local budgets, making them independent of the state budget. This has created new opportunities for the development of territories through the implementation of specific projects that meet the needs of the community. However, the success of the viability of territorial communities depends most of all on the economic aspect. The introduction of martial law in Ukraine in February 2022 has significantly changed the living conditions of society as a whole. These conditions generate new challenges and tasks for the public and territories. It is important to find ways to adapt to new conditions, develop effective development strategies, and ensure economic sustainability. The implementation of real projects and economic initiatives aimed at supporting and developing the territories is becoming especially important. The article aims to substantiate the main problems in the financial resilience of territorial communities and to identify the main areas for improving the efficiency of attracting and using financial resources. The article argues that financial resources are the basis for the effective development and functioning of a territorial community. The authors examine the factors influencing the creation and operation of territorial communities and identify reserves of financial resilience of communities in the future. Theoretical studies related to the process of formation and development of territorial communities are analyzed. The article characterizes the capabilities of territorial communities, in particular, in terms of determining the investment attractiveness of objects on the territory, accounting for available resources and the possibility of their capitalization, use of labor resources, as well as the use of opportunities arising in the process of relocation of enterprises due to active hostilities in a large territory of the country. The authors prove the impact of migration processes on the possibilities of community development and functioning. The essence of submitting project applications for various competitions to attract additional funds to the community budget and thus form its financial resilience is substantiated. The main changes in the local budget process that arose under martial law and its impact on the development of territorial communities are outlined.
In the conditions of administrative and territorial reform, the development of small towns becomes more relevant, because according to the methodology of forming capable territorial communities, it is determined that communities should be formed around the cities-district centers, most of which are the small towns. In such conditions, one of the primary tasks of the local self-government bodies is the development of the strategy for territorial communities and small towns, which primarily involves determining the priority directions of their development and is a systematic process aimed at solving the most urgent local problems, realizing the socio-economic potential, increasing the efficiency of the use of available resources, which will ultimately contribute to the development of small towns and the growth of their role in the development of the regional economy. The purpose of the article is to determine the strategic priorities of the development of small towns in the conditions of administrative and territorial reform and decentralization. The analysis proved that in the conditions of administrative and territorial reform, small cities, acting as the centers of newly formed territorial communities, are in the focus of increased attention of scientists and experts that require the development of an effective strategy for their development and the determination of priority areas of their functioning. Due to the fact that the most of the small towns are characterized by a monofunctional type of development, in the long-term period, the strengthening of the industrial potential of these towns and the restructuring of the economy should be expected; accordingly, the social development of small towns will depend on the levels and directions of their economic growth. In the conditions of the military crisis and post-war recovery in our country, experts consider the improvement of the system of tax administration in communities to be one of the effective tools for the recovery and modernization of the country. Along with this, one of the integral conditions of the development of small towns is the deepening of intersectoral partnership between the government, business and the public sector, and the development of innovative entrepreneurship. In the conditions of decentralization the small cities are an important component of the socio-economic development of communities and regions, which requires increased attention to the development of an effective strategy for their operation, the determination of priorities for their development in the long term period, which involves strengthening of the potential of small cities, deepening partnership relations between various entities management, improvement of the local tax administration system, reorientation of industrial production to an innovative type of development.

The modern trends in the development of households in mountainous areas of the Carpathian region are reveals. On the basis of conducted analysis of the mountain territories households activity the term vision of development of these households is covered. Specific measures to increase the efficiency of the households are proposed.

The peculiarities of investment policy realization in mountain territories of Carpathian region are exposed. The dynamics of investment into the fixed assets from the point of view of mountain districts of four regions in Carpathians region is presented. The fact that it is necessary to take into account the existent pattern of production (agriculture, tourism and forestry) and that the basic attention should be paid to attraction of investments exactly in the abovementioned industries in these territories is stressed.
