In contemporary market economy conditions, effective management of financial flows within an enterprise’s logistical system becomes crucial for enhancing overall efficiency, processing speed of orders, and execution of investment projects. The rise of e-commerce and digitalization introduces new demands for the speed and quality of goods delivery, necessitating the integration of advanced technological solutions into logistical processes. Research analysis in this field highlights the need for deeper theoretical understanding of financial logistics, as well as the importance of developing and implementing effective mechanisms to manage financial flows to optimize logistical operations. The article emphasizes the strategic significance of integrated management of financial, material, and informational resources, enabling a comprehensive approach to addressing the challenges of logistical and financial management in a multi-dimensional business environment. This analysis underscores the importance of financial flows in managing enterprise logistical processes, identifying key challenges and prospects associated with digitalization and the growth of e-commerce. It characterizes the strategic importance of integrating financial flows with core logistical operations as a critical aspect for ensuring business efficiency and responsiveness. Special attention is given to the development and implementation of effective mechanisms for optimizing the management of these flows, enhancing the competitiveness of enterprises in complex market conditions. The article proposes a set of methods and tools for optimizing the management of financial flows in enterprise logistics. An integrated approach is suggested, incorporating process digitalization, refinement of pricing strategies, and utilization of modern information technologies for more effective planning, control, and analysis of financial flows. It also recommends expanding cooperation with trading agents and optimizing logistical routes to increase delivery speeds, responding to the growing needs of the e-commerce market.
Active innovation activity is the key to achieving long-term social and economic development of the country and its regions, which will facilitate the introduction of new technologies and processes that increase productivity and reduce the cost of the economy and ensure the production of new or improved goods and services that are in demand in the market. The article considers the role of innovations in increasing the productive capacity of the economy of Ukrainian regions. Ukraine’s position in the rankings of the Global Innovation Index is assessed. The article analyzes the changes in Ukraine’s ranking across the subindices in the Bloomberg Innovation Index over the past seven years. The article aims to model the impact of innovation activity on the productive capacity of the economy of Ukrainian regions. The authors build a matrix of the level of productivity of innovation activity, which includes key parameters of innovation activity in the context of its six components. Based on the construction of a linear model of 14-factor multiple regression, the relationship between multifactor productivity and innovation activity of regions is assessed, in particular, the degree of influence of innovation activity of enterprises, technological efficiency of production, self-sufficiency in innovative developments, productivity of research and development, innovation cooperation and the level of financing of innovation activity on regional productivity is determined. The modeling results indicate an increase in the trends of the negative impact of innovation on multifactor productivity in 2021 compared to 2013. The article emphasizes that the intensification of innovation processes leads to an increase in the productive capacity of the regional economy up to a certain time, while not all innovation processes have a direct or significant impact on the growth of the multifactor productivity of Ukrainian regions, and some of the considered factors, on the contrary, have the opposite effect on its development since they lead to its reduction. Special attention is paid to the main points of the existing “innovation paradox and productivity”, the essence of which is that the economic development of regions is not always determined and depends on the intensification of innovation processes and the introduction of technological developments. The article shows that the main goal of innovation is to promote productivity growth, but productivity growth is not always observed in the most innovatively developed regions as the direct relationship between innovation and productivity is much more complex and unpredictable. These linkages are not necessarily direct and linear, and in some cases may even be negative, depending on the various constraints that hinder and limit innovation.
In the modern world, the issues of socio-economic development of territorial communities are extremely relevant and complex. Local development is a key factor in ensuring sustainable economic growth and improving the quality of life of local residents. Strategic planning and targeted activities at the level of territorial communities are becoming increasingly important for achieving these goals. The socio-economic development of communities is a complex process that includes many aspects, such as economic activity, infrastructure development, education, healthcare, social needs, and many others. Taking into account the individual characteristics and resources of each territorial community, it is necessary to develop strategic directions that would meet its unique needs and capabilities. This approach will improve governance mechanisms, contribute to sustainable development, and improve the quality of life of the population. The article aims to analyze general approaches to shaping of strategic directions for the development of territories. General approaches to the creation of strategic plans and plans for the socio-economic development of individual territorial communities in Zakarpatska oblast located in different districts are analyzed. Special attention is paid to the need to harmonize the strategic directions of community development with strategic priorities at the regional and national levels. The article identifies the main trends in community development, which are reflected in the formulation of the goal and strategic and operational objectives, as well as in the identification of key development priorities and in overcoming various problems, including those related to human capital and infrastructure development, environmental improvement, small and medium-sized business and energy efficiency development, and governance improvement. The authors reveal that some of the approaches to formulating strategic goals may go beyond declarative ones, as they contain a wide range of tasks that cannot always be implemented in modern conditions due to insufficient resources.

This is especially important in the context of climate change, growing environmental awareness among the population, and increasing regulatory measures by governments. The relevance of this topic is conditioned by the constant changes in the tourism sector, which require rethinking and adaptation of economic models and strategies. In particular, innovative technologies, which are becoming increasingly available, can be integrated to monitor the environmental condition of tourist areas and ensure more efficient resource management. The article aims to study the nature of the tourism and recreation sphere of the region and determine its ecological and economic aspects. The article examines the issue of the definition of tourism and recreation activities and points out different approaches to its interpretation, as well as the lack of agreement on its ecological and economic structural elements. The author proposes to consider this field as an activity aimed at satisfying the tourist and recreational needs not only of local residents but also of visitors from other regions and countries, using natural and other resources that are attractive to tourists. The construction industry is the most attractive investment for both domestic and foreign investors, although the industry is developing in today’s modern conditions. Since the beginning of the war, it has been especially obvious that market companies are forced to adapt to the conditions, including changing suppliers, sales patterns, and marketing strategy. The effective functioning of construction enterprises depends on management decisions, which should be aimed at developing a strategy that would lead the enterprise out of financial instability. Approaches to the creation and implementation of management decisions should be based on the features of construction structures as a product, determined by the specifics of the construction process. The following features of the construction process are distinguished: a long period of the production cycle; the factor of natural and climatic, political, and economic conditions that create the need to take into account additional risks; seasonality of construction, when the pace of work decreases in the cold season; the impossibility of building a large number of objects at the same time. In order to support and ensure the necessary level of competitiveness, enterprises involved in the construction industry select priority areas of development, adapt to fluctuations in the external environment, maintain an appropriate level of economic security, and use the latest technologies for the organization of management processes. Construction companies that have enough experience in the real estate market themselves encourage and explain to the client the attractiveness of investing in certain objects. Usually, the investor offers three schemes of operation: buying companies for himself, investing with the purpose of resale, and investing with the purpose of renting. This article examines the process of attracting funds in schemes for the formation of financial resources of construction companies and their sensitivity to changes in the current market conditions.

The Covid-19 pandemic has caused not only the global crisis but also substantial shifts in the structure and ways of goods consumption and consumer behavior. To save the lives of citizens and reduce the burden on the medical system, the countries individually imposed quarantine restrictions, closed the borders for the movement in and out, or banned the export of some commodity groups. The research aims to analyze the foreign experience in using the methods of public management of the consumer market in conditions of the crisis caused by the Covid-19 pandemic. The article offers the analysis of measures the countries have introduced to battle the consequences of the Covid-19 pandemic to detect anti-crisis methods of consumer market management. Current scientific and practical studies on the minimization of the pandemic’s impact on the population are processed. Since there are numerous methods of public management of consumer markets, the main of them are detected and characterized: administrative, legal, direct, and indirect. The research of foreign practices in the activity in the consumption domain and their impact on the reduction of negative consequences of the Covid-19 pandemic has helped to determine one of the major components of anti-crisis management of consumer markets, namely the balanced system of consumer rights protection. The article argues that timely adoption of a range of anti-crisis regulations intended to minimize the threats of the pandemic allows consumers to sense the assistance from the state resulting in financial compensation for the residents that have been most affected and have lost their jobs. It is worth mentioning that timely developed procedures and standards of goods production and realization, as well as services provision, by the experts in consumer rights protection have allowed avoiding more substantial economic losses and protecting economically and socially vulnerable categories of the population. The article proves that due to reforms, the EU secures the functioning of “green lines” – the supply corridors for the support of goods supply chains, and assists food producers, acknowledging their outstanding role in the society, etc.
After local elections were held in Ukraine in October 2020 based on the new territorial ground of communities and districts, all communities received equal competencies and basic opportunities to generate their capacity and development foundations (namely, the use of single terminology – rural, town, and municipal territorial communities). Nowadays, the authorities of territorial communities should continuously improve the management foundations and methods to create conditions for the dynamic development of the territory, since the competition among the territories is growing. The paper aims to examine and research the available approaches to marketing of territorial communities’ territories and develop recommendations on modeling the management of territorial communities based on territorial marketing as the most efficient way to manage communities to secure their competitiveness and sustainable development. The conditions to improve new approaches in the management of territorial communities, in particular based on the advantages of territorial marketing, strengthen the role of marketing tools in the development of communities, and improve their competitive ability and attractiveness were created in the context of finalization of the process of authorities and finance decentralization in Ukraine, local governance reform, and administrative-territorial reform. On this ground, the need to use the marketing approach to the development of territorial management foundations using the marketing complex (goods, prices, promotion, distribution) and supplementing it with the features of qualitative and quantitative characteristics peculiar to territorial communities in current conditions is emphasized. The conceptual scheme of managing the communities based on territorial marketing using well-known elements of complex management like analysis, planning, organization, motivation, and control is suggested and substantiated.
This scientific article considers the constantly growing role of digital marketing in the overall range of business marketing activities in the modern world. The historical aspect of development and implementation of digital marketing is outlined in the first part of the article. The article considers the chronology of digital marketing development from the middle of the twentieth century and specific transition from classic to digital marketing. The key moments that changed the specifics of marketing are highlighted; the information of different approaches to the evolution of marketing is structured. The authors of the article analyze the diversification of the approaches defining the concept of digital marketing by domestic and foreign scientists. It is determined that the concept of «digital marketing» should be considered as a process of promoting goods and services of the enterprise with the involvement of digital technologies, mobile devices and the Internet in the general marketing activities of the business. Besides that, the difference between digital marketing and Internet marketing is also described by mentioning the main instruments involved in these processes. The work supplies examples of the efficient digital instruments which are important for brand promotion. The significant emphasis is placed on changes in marketing activities that contribute to the further development of brands. In the end of the article, the authors conclude that the current stage of the market economy development in a pandemic situation, fierce competition and global transition to online life creates new conditions in which the implementation of an effective promotion mechanism is an integral condition for each successful business seeking to increase its profits and pace of development.

Nowadays, the domestic consumer goods market plays an important role in maintaining the living standards of the population. Its development is an important precondition of accelerated economic growth in the country. Yet, the current condition of the domestic market is characterized by the availability of many negative trends that are stipulated by the bottlenecks in the public regulation of the consumer market and lack of controllability of its certain development processes. An objective need to search for the ways and tools to efficiently manage the development of the domestic consumer market on the system basis requires the thorough scientific-methodological substantiation of a range of important issues like defining the goals and priorities of the consumer market development and elaborating the tactics of its development in times of European integration as a set of measures directed at the implementation of strategic goals. The paper aims to determine the strategic priorities in public regulation of the domestic consumer goods market. The paper examines the theoretical foundations of the consumer market’s public regulation. The functioning of enterprises on the domestic market is analyzed, and on this basis, their operating efficiency is determined. The regulative framework related to the issues of the economic development and trade processes in particular in the times of COVID-19 is analyzed. The priorities and tasks of regulation of the competitive process at the domestic market in the short-term and middle-term perspectives in conditions of the pandemic are suggested based on examining the foreign sector of Ukraine in 2013-2019 and the consensus-prognosis for 2020-2021. Globalization of economic processes stipulates the qualitative changes in the structure of national economic systems, including in such an important component as the domestic consumer market, causing the updating and creating new rules of its functioning. Shifting focus towards the growing role of innovative-informational factors of domestic market development corresponds to the needs of the market economy and modern challenges faced by our country. Therefore, the need to not only analyze the substantive and transformational aspects of domestic consumer market development but to research the issues related to its structural and institutional maintenance grows in relevance. The paper aims to analyze foreign scientific research related to highlighting economic patterns of domestic consumer market functioning and to develop on this basis the structural-institutional model of the domestic consumer market. The paper outlines the nature of the discourse related to “institutes” and “institutions”. The structural-institutional concept of domestic consumer market functioning is determined. The structural-institutional model of domestic consumer market is developed and its exogenous and endogenous environment is defined. The fact that such a model can be implemented through the use of such institutional elements as the market functioning mechanism used as leverage of impact on economic agents (market participants) is emphasized. The composition of forming and development of structural-institutional links between the domestic consumer market entities is suggested. The structural-institutional dimension of domestic consumer market functioning is found to show the importance of the use of the complex approach to its development by the specification of accents on relationships between all institutional components that can secure normal market activity in the domestic environment.

Improvement of the quality of life by verification of the safety and quality of food is determined to be the major task of the consumer market regulation. The nature of marketing activity is proven to lie in the stimulation of demand and its forming, as well as stimulation of consumer goods production and creation of conditions for their quality and competitiveness maintenance. Modern tendencies of internal consumer market development in Ukraine are defined taking into account the financial and economic crisis (2008-2009), unstable social and political situation in the country (2013-2014), swift national currency devaluation and strong dependence on imports. The retail turnover volume indices of Ukrainian enterprises and the dynamics of retail turnover are analyzed, in particular for food and non-food items. The ways to promote activation of internal consumer market development in Ukraine are suggested.
Nowadays the sphere of culture is an important component of human capacity reproduction and development, which corresponds to the requirements of innovative economy and priority objectives of Ukrainian society modernization. The research of cultural sphere development in the context of sectoral decentralization stipulates outlining of major problems and risks that emerge in its course and implementation of the directions of its structural reforming and in terms of financial maintenance. Indeed, the efficiency of the tasks assigned to cultural institutions depends on stability and consistency of cultural policy, as well as integral funding. Unfortunately the level of funding of cultural institutions, which play important role in forming of development capacity of a regions and a country at a whole remains to be very low. Therefore, financial component of cultural sphere development is the guarantee of comprehensive development and strengthening of cultural institutions’ independence and improvement of the quality of serviced provided by them. It also destabilizes the threats and challenges that emerge nowadays in cultural sphere in the course of forming of combined territorial communities. The article aims to define the major directions of cultural sphere reforming at local, regional and state levels under the conditions of sectoral decentralization. The cultural sphere network (libraries and clubs) across regions in rural and urban territories is defined. The level of clubs’ and libraries’ sufficiency in rural and urban territories is determined. Main problems and risks of cultural sphere decentralization are outlined. The ways of state funding decentralization in cultural sphere are found. Major reasons of poor attraction of private funding sources into the development of cultural sphere are characterized. Main non-public sources of cultural sphere funding at local and state levels are defined. During the last 25 years we’ve been the witnesses of explosive consumer market transformation. Reforming of its segments and emergence of competition led to the development of new trade forms and methods, public catering and consumer services and to the change of established principles and methods of enterprises management in the sphere. This sector of state economy develops rapidly along with the growth of internal and external investment inflows. Therefore, the research of consumer market is of utmost importance nowadays. The article aims to outline conceptual basics of functioning of regional consumer goods market and to suggest its development directions on this basis. The differences between the notions «consumer market» and «consumer goods market» are outlined. The nature of the notion «regional consumer goods market» is defined. The fact that functioning and development of regional consumer goods market has to be grounded on certain system of tasks, functions and methodological principles that resemble its major regular patterns is proved. The aim of consumer goods market functioning is defined as the maintenance of the opportunity of accessible by prices and other purchase terms meeting the needs of various social classes of population for consumer goods according to their purchase power. Major characteristics of regional consumer goods market are generalized. It is proved that saturation and capacity of consumer goods market depends on the efficiency of social and economic activity in the region, i.e. the higher the capacity, the more goods are produced and the higher are the wages and final consumption. The directions of development and organization of regional consumer goods market are suggested as following: creation of economic mechanism that maintains efficient interaction of regional consumer goods market entities and regional authorities; selection of organizational and economic forms of wholesale and retail trade, financial-credit and aftersale service, and organizational-legal forms of trade and economy intraregional and interregional links; forming of regional markets system on the basis of orientation at priority maintenance of consumers’ interests; selection of efficient channels of goods traffic and forms of spatial organization of consumer goods market for various types of regions; rationalization of trade and economic processes, goods, monetary and information flows and development of region’s market infrastructure. The fact that system and complex approach is necessary in order to implement defined directions of regional consumer goods market development. This system approach should be implemented in economic, social and organizational and legal fields.
In a worsening political and economic conflict with Russia and geopolitical changes on a global scale poses some new challenges and tasks associated with maintaining relations with its main strategic partners and at the same time promoting and strengthening positions of our state on international arena. In this context, particular importance is the structural definition of the priorities of foreign economic activity of the regions of Ukraine in the light of geopolitical configurations that currently are formed brightly in the global economic space and which, in turn, will play a key role in developing the international policies of the new time. The economic and political situation in Ukraine at the present time, revolutionary and military events of recent years, caused dynamic changes in the overall structure of the state economy, and in particular in the sphere of foreign economic activity of regions. Thus, the share of export in GDP of Ukraine is more than 50%, therefore, how pattern develops foreign economic activity of regions depends on the fate of the state’s economy in general. The aim of the article is evaluation of structural features of the modern condition of foreign economic activity of regions of Ukraine in conditions of Russian aggression and the identification of trends in the development of their foreign economic relations. In the article the author are analyzed the features of development of foreign economic activity of the regions in Ukraine for the period 2013-2015 and impacted the evaluation of the military aggression of Russia on the development of their foreign trade. During the study period it is revealed that the export potential of regions of Ukraine losing its position, which, in turn, directly leads to a fall in its GDP. At the same time, there are bright changes in the spatial structure of export of Ukraine, namely the reorientation of the export vector of its regions and the change of markets with the usual new. The statistics today reflect the new reality of foreign trade, which is formed in the regions of Ukraine. There have been changes in the areas of foreign trade policy of regions of Ukraine, namely from the countries-members of the CIS to the EU and other countries of the world. In foreign trade turnover of regions of Ukraine, the share of the countries-EU members has increased in 2015 from 26% to 31,8%. On the background of the general decline of Ukrainian exports, it is revealed that notable falling for 2013-2015 were also imports. Drop import of most goods and services was observed as from Russia from the countries-EU members. The imports of goods decreased exclusively in all regions of Ukraine, and the fall ranged from 1,3% in Poltava to 47,7 % in Donetsk regions. The factors that influenced the decline of foreign economic activity in all regions of Ukraine are researched and analyzed. Due to changes in structural proportions in foreign trade of the regions of Ukraine defined the main problems of development of their economic relations. As a result of the analysis recommendations to overcome the identified problems and regulation of structural imbalances in development of foreign economic activity of Ukrainian regions are proposed.

Development of Ukraine’s regions economy is characterized by the dynamics of external surrounding as well as the increase of its uncertainty level. Distinct anti-crisis structural policy of a region is the basis for solution of many regional economic and social systems’ problems. In the same time, the signed Agreement on association between Ukraine and EU is the strategic benchmark for structural reforms in the Ukraine’s economy. It defines the qualitatively new relations layout between Ukraine and countries-EU members on the principles of political association and economic integration. Starting with January 1, 2016 economic part of the Agreement comes into force. Therefore, the comprehensive free trade zone between Ukraine na EU stipulated by the Agreement will considerably move Ukraine’s economy closer to the economic system of European Union on the basis of mutual liberalization, primarily in terms of goods, capital and services movement increase, harmonization of approaches and principles the regional branch policies and economic and commercial activity management systems are built on. The article aims to research and analyze structural changes in the economy of Ukraine’s regions and to outline basic elements of structural changes in terms of signing the Agreement on association between Ukraine and EU and its successful implementation. The article estimates structural changes of regions’ economy in terms of signing the Agreement on association between Ukraine and EU. The major problems of regions’ economy structure development are outlined the ways of successful process of the Agreement provisions implementation are proposed, in particular structural reconstruction of regions’ industry and modernization of production on the basis of new technologies, change of proportions in economic activity types of regions, forming of optimal economy territorial structure, restructuring of agrarian sector of regions’ economy, increase of inter-production demand on the products of innovative and investment nature in regions, increase of innovative activity share of small enterprises in the regions, increase of regions’ investment activity and decrease of regional investment disproportions, etc. It is mentioned that in order to conduct positive structural transformations in the economy of Ukraine’s regions, including their adaptation to basic norms of EU functioning, the fundamental changes of economic development priorities of the country in terms of transition from raw materials orientation to innovative type of regions’ economy development are of utmost importance. The available resources (financial, material, organizational, human and humanitarian, etc) to conduct necessary transformations, their sources of origin and mobilization mechanisms should be distinctly defined. Also it should be taken into consideration that successful structural changes in the economy can take place only through significant increase of investment share (over 30% of GDP) due to activation of both internal private and foreign investment. In Ukraine in 2014 the share was less than 15%, testifying to the «wash out» of investment potential and economic renovation potential. In the same time, successfulness of economic measures implementation, stipulated by the Association Agreement, considerably depends on the quality of political authorities’ decisions, including the state apparatus efficiency and extirpation of corruption. On this the aspects will bring Ukrainian economy closer to basic norms of EU functioning.

Structural changes in Ivano-Frankivsk Region are analyzed and priorities of structural correction of the economy in the region are defined. Strategic goals of regional structural policy are outlined as following: sustainable economy development; tourism and recreational sphere development; rural territories development; human capital development. Structural changes in the economy of the region are evaluated by the types of economic activity and in terms of various industry branches. The fact that priority projects of the region should be directed at the development of transport infrastructure and improvement of the region’s accessibility is proven. Attraction of large investment and creation of new job places should be the direct result of investment activity improvement in the region. The conducted analysis of region’s industrial potential reveals basic problems in the economic sphere of the region: significant disproportions in favor of electric power, chemical and oil industries; rapid decrease of chemical branch and, relevantly, fall of job places number; major share of industrial enterprises in the region belong to 3-4 technological modes, that means they are low-productive, energy-intensive and ecologically harmful; gradual steady diminishing of real economy sector share; unacceptably poor share of branches with high added value. It is defined that in order to avoid the threats brought by the abovementioned problems it is necessary to seriously alter the economic profile of the region in favor of development of technology-intensive economy sectors with high added value, to increase the processing depth in processing industry, primarily in timber and food industries, to level the territorial disparities and to increase the export production volumes, etc.
The fact that implementation of operational goals is very important in achieving the strategic goal of regional structural policy is discovered. The problems of Ivano-Frankivsk Region development are outlined. The ways of removing the detected misbalances in the economy of the region are proposed on the basis of achievement of regional structural policy strategic goals. It is proved that implementation of regional structural policy goals allows turning Ivano-Frankivsk Region into the cultural, touristic and recreational centre of Ukraine open to cooperation, the self-existent region, where the European values are combined with time-honored traditions, and region of innovative economy with comfortable and safe living environment and high level of social and spiritual life.
In paper was determined that the for resolving of conflicts in the modern economy special coordination mechanism is needed that would provide the necessary protection and realization of economic interests of all economic subjects as well as sustainable and effective social and economic development of the regions and the state as a whole. Was established that the purpose of regional structural policy is to create conditions for successful entry into the market of all interested entities on the basis of territorial and economic specificity of the region, strategic areas of development of country. It was found that the strategic objectives of regional structural policy are: identification of regional advantages of economic and social development that should be considered when implementing innovative, investment and foreign economic policy; formation of a stable economic system that provides innovative, competitive economy of the region; implementation of regional programs in terms of mutual participation of private investors and public investment; definition of the system of effective instruments of formation of a stable economic system of the region. Programs of realization of regional and structural policy are generalized and structural policy implementation mechanism of regional structural policy is built. Instruments of realization of regional structural policy are determined. It is shown that the basis of of the totality of social and economic relations, the priority of the economic system development and maintenance of stability factor is an effective structural regional policy. It is established that the successful implementation mechanism of the regional structural policy is provided on the basis of targeted and strategic development management of region, that presupposes the existence of different tools for modernization and development of the economic system. The mechanism of realization of regional structural policy is a system of management interactions of regional authorities and business environment that determine the formation of a competitive economy based on complex tools (instruments) and actions (programs), based on the strategic goals and objectives, and alignment tools and programs and further monitoring of realization of regional structural policy that provides feedback to the system. The main distinguishing feature of the proposed mechanism is consolidation of funds and actions of all levels of management and business environment, hat accumulate the implementation of the law of synergy that allows for the most efficient, balanced, innovative economy in the interests of complex development of the territory. The mechanism is implemented through a set of different tools (tax instruments, budget (transfer), price (tariff), investment tools, innovative, monetary, institutional, legal and environmental instruments) to ensure compliance of regional structural policy. We believe that the most appropriate is to use tools of implementation of structural policy in the region, the role and importance of which at certain stages of the modernization of the economy can change significantly.

The essence of the concept of “state structural policy” is considered. The role of structural policy is outlined. The main directions of the state structural politics which development affects the economic growth and increase of the national competitiveness at the global level are identified. Priorities of the industrial, investment and innovation policies in the state structural policy are substantiated. Stages of the state structural policy during the innovation policy formation are distinguished. Deterrents for the main directions of structural policy implementation are identified. The measures to eliminate these factors are proposed.
The importance of analysis of provision of waste as secondary raw material for the production of solid biofuels woodworking enterprises as a tool capable of influencing on management decision making aimed at improving the efficiency use of raw materials is grounded. The influence of insufficient provision of wood wastes as a secondary raw material for the manufacture of products, causes of its occurance and consequences for the woodworking enterprises is revealed. The methodic of analysis conducting, taking into account the branch specifics, is described.

The analysis of development of the domestic market of the forestry complex production of Ukraine is conducted both in the country and by its regions over the correspondence of domestic market to the economy development tendencies. Methodical approach to analysis of the domestic market of the forestry complex production is developed encompassing the author’s use of the methodics of calculation of the domestic market of production of the forestry complex and consisting of four research stages: determination and substantiation of the objective and goals of evaluation and analysis; calculation of the volume of domestic market and domestic market of forestry complex production; evaluation of development of domestic market of forestry complex production; comparison and generalization of obtained results and detection of basic problems of development of domestic market of forestry complex production. Directions of strengthening of forestry complex production competitiveness at domestic market on the basis of cluster strategy development are proposed. The possibility of forestry complex cluster creation in Zhytomyr, Rivne, Chernihiv, Lviv, Ivano-Frankivsk and Volyn regions of Ukraine is considered.
