Nowadays Ukraine lacks the strategy of state economic and social development as the nationally important document that could combine relevant development strategies of meso- and microeconomic units at all levels and in all spheres of national economy with concentration on priorities, goals and tasks. Existence of separate branch, sector, regional, communal and corporative documents of strategic nature as well as the range of state-level program documents that seem to be strategic (although they are not in fact) only stresses the advisability, importance and finally inevitable obligation of full-scale introduction of technologies and instruments of strategic management into the practice of Ukrainian society vital activity management.
The article aims to identify major problems of introducing the theory and practice of strategic planning and development management at regional level in order to develop recommendations over their efficient solution.
The article analyses the experience of strategic planning management in Ivano-Frankivska oblast performed by regional public management authorities and local government. The problems and shortcomings of region’s development strategic planning are found. The conducted analysis of experience of strategic planning technology use and of regional development management on the example of Ivano-Frankivska oblast reveals the fact that they begin to take roots in regions’ practical management; gained powerful enough impulse of support, adaptation, development and improvement in scientific environment; are actively promoted and introduced by public organizations experts with support of various international organizations; begin to obtain weight in planning of development of newly created territorial communities in the course of decentralization. The further research directions are suggested in order to use already obtained experience while developing strategic plans of establishment and development of newly created territorial communities in Ukrainian regions in the course of decentralization.
In general, use of the abovementioned technologies has brought about in Ukrainian regions both positive results and certain shortfalls. Further work in terms of correction of the shortfalls and taking them into consideration will multiply their positivity and usefulness potential.

Structural changes in Ivano-Frankivsk Region are analyzed and priorities of structural correction of the economy in the region are defined. Strategic goals of regional structural policy are outlined as following: sustainable economy development; tourism and recreational sphere development; rural territories development; human capital development. Structural changes in the economy of the region are evaluated by the types of economic activity and in terms of various industry branches. The fact that priority projects of the region should be directed at the development of transport infrastructure and improvement of the region’s accessibility is proven. Attraction of large investment and creation of new job places should be the direct result of investment activity improvement in the region. The conducted analysis of region’s industrial potential reveals basic problems in the economic sphere of the region: significant disproportions in favor of electric power, chemical and oil industries; rapid decrease of chemical branch and, relevantly, fall of job places number; major share of industrial enterprises in the region belong to 3-4 technological modes, that means they are low-productive, energy-intensive and ecologically harmful; gradual steady diminishing of real economy sector share; unacceptably poor share of branches with high added value. It is defined that in order to avoid the threats brought by the abovementioned problems it is necessary to seriously alter the economic profile of the region in favor of development of technology-intensive economy sectors with high added value, to increase the processing depth in processing industry, primarily in timber and food industries, to level the territorial disparities and to increase the export production volumes, etc.

The fact that implementation of operational goals is very important in achieving the strategic goal of regional structural policy is discovered. The problems of Ivano-Frankivsk Region development are outlined. The ways of removing the detected misbalances in the economy of the region are proposed on the basis of achievement of regional structural policy strategic goals. It is proved that implementation of regional structural policy goals allows turning Ivano-Frankivsk Region into the cultural, touristic and recreational centre of Ukraine open to cooperation, the self-existent region, where the European values are combined with time-honored traditions, and region of innovative economy with comfortable and safe living environment and high level of social and spiritual life.

State, tasks, problems and perspectives of the functioning of the net of agencies of the regional development (ARD) and the same ones in the regions and cities of Ukraine have been considered and analysed. Main advantages and disadvantages of contemporary situation have been demonstrated. The experience, which was received in Ivano-Frankivsk region, the only pattern of the ideological and methodological base for creation and organization of effective work of the ARD on the regional level as a virtual organization structure of matrix type and involvement of all participants of the process fregional economic development on the basis of the intellect application conception.
