Identification of the governmental policy priorities in education and its needs on the level of local communities enables the substantiation of advantages of the network approach to the regulation of educational institutions’ competitiveness. Since the network approach stipulates the creation of political, professional, labor resources, and international and functional networks of stakeholders in education, there can be informational, service-providing, problem-settling, and social responsibility-related functional networks. Taking into account the need for educational institutions’ transition to the activity-related paradigm of social institutes’ development increasingly relevant in force majeure (COVID-2019 pandemic, Russia-Ukraine war of 2022), the up-to-date practices of social responsibility in education, including in martial law, should be determined. Therefore, the governmental policy of the educational institutions’ competitiveness maintenance in Ukraine is a topical issue nowadays. The article aims to substantiate the priorities of implementation of the governmental policy in education in conditions of authorities’ decentralization and current events. The article develops theoretical and practical foundations for making and implementing the governmental policy of the educational institutions’ competitiveness maintenance. The identified features of introducing the publicity principle in administrative processes enable the substantiation of the need to involve educational institutions in systemic interaction with the institutions of power. The special role of educational institutions in the development of communities and opportunities for their cooperation with local governments is emphasized. Other dimensions and opportunities for interaction between educational institutions and businesses, science, social infrastructure, society, and the population are determined. A matrix of interaction priorities relevant for educational institutions in Ukraine is suggested. The advantages of the establishment of multifunctional educational centers are mentioned among the most sought-after priorities. The article focuses attention on the importance of civic engagement and media activity of educational institutions and integration of educational institutions and community development strategizing.

The quality of educational services is the basis for securing the competitiveness of educational institutions, which is displayed in their ability to compete in the mobile educational space and the mobile learning market (receive competitive advantages). In turn, the quality of services means their compliance with requirements, standards, and contracts specified by law. From this perspective, administrative mechanisms are intended to establish quality parameters in the legal framework, verifying their reasonability in practice. The list of administrative mechanisms includes licensing, certification, accreditation, standards, qualification framework, requirements for qualification of teaching staff, typical staffing standards, governmental surveillance (control) in the form of inspections and punishment, and ownership relations regulation. The article aims to substantiate the application of governmental standards as administrative mechanisms for securing the competitiveness of Ukrainian educational institutions. The conceptual foundations of the creation of administrative mechanisms in education that emerge based on the new challenges for the educational system are examined. The antagonism of the impact of administrative mechanisms on educational institutions in Ukraine and its competitiveness is mapped and characterized. Various criteria for the application of administrative mechanisms to secure the competitiveness of educational institutions are determined. The systemic measures on standards application taken by different EU countries are substantiated. Based on the analysis of the Law of Ukraine “On Standardization”, the nature of standards and their application features are specified. The article proves that the standards can be divided by criteria and approaches, allowing their systematization. The specifics of the application of administrative mechanisms to secure the competitiveness of educational institutions in Ukraine are defined.
Securing the accessibility of qualitative educational services at all levels is among the defining benchmarks of the impact of mechanisms regulating the educational institutions’ competitiveness. The category of accessibility in educational management acquires legal, social, and economic content. The legal content emphasizes the need to regulate the accessibility criteria generated by the respective human rights. Sociality specifies the opportunity to consume qualitative educational services for different groups of the population – following a set of national, demographic, valeological, status-related, financial, and settlement-related criteria. The economic content of educational services accessibility shows market (competitive) conditions that define the price parameters of various services under the impact of demand and supply depending on the level of state impact, while the population demonstrates different purchase power in relation to them. The article aims to examine the principles of free education in Ukraine and analyze the features of their impact on the competitiveness of educational institutions. It addresses the conceptual foundations of inclusive education in Ukraine. Various criteria of educational services accessibility are determined based on their consideration dimensions. The key human rights in education are generalized, including in terms of getting free access to them. The systemic measures in securing the competitiveness of education are substantiated. The educational accessibility criterion is determined based on the analysis of the Constitution of Ukraine and the National Education Development Doctrine, including in terms of provisions related to the maintenance of equal access of citizens to qualitative and free education. The analysis of the state policy in securing the realization of the right to free education in Ukraine has allowed outlining the major approaches and defining the nature of such a policy.

Public regulation in education is a complex managerial process that can combine or focus on various directions, goals, and objects. This research addresses the regulation of educational establishments’ competitiveness by the state represented by public authorities. Yet, it is worth noting that it is one of the managerial impact’s aspects. It is worth taking into account vertical and horizontal relationships for achieving the set goal – securing the educational establishments’ competitiveness – when conducting the comprehensive research of a mechanism (mechanisms) of public regulation of educational establishments’ activity. The article defines the content of public regulation in education. It substantiates the logic of drafting the subject of the research of educational establishments competitiveness’s public regulation. The overall scheme of the mechanism of public regulation is suggested in the context of securing the educational establishments’ competitiveness in Ukraine. The specifics of the objective of the mechanism of educational establishments competitiveness’s public regulation are determined. The article aims to define the content of education’s public regulation and determine its educational establishments’ competitiveness mechanism. The tools-related and target-oriented dominants in the operation of the public regulation mechanism in relation to educational establishments’ competitiveness, their development, and the educational domain as a whole are substantiated. The legal mechanisms of public regulation of educational establishments activity in Ukraine are examined, and their conceptual use is determined. The article emphasizes the importance of applying the criteria for strategic planning of the demographic reproduction of the population that has much influence on the activity of educational establishments in Ukraine. Special attention is paid to administrative and institutional mechanisms, namely in terms of public-private management and partnership, as well as establishing the cluster-cooperative relationships.

Nowadays, the domestic consumer goods market plays an important role in maintaining the living standards of the population. Its development is an important precondition of accelerated economic growth in the country. Yet, the current condition of the domestic market is characterized by the availability of many negative trends that are stipulated by the bottlenecks in the public regulation of the consumer market and lack of controllability of its certain development processes. An objective need to search for the ways and tools to efficiently manage the development of the domestic consumer market on the system basis requires the thorough scientific-methodological substantiation of a range of important issues like defining the goals and priorities of the consumer market development and elaborating the tactics of its development in times of European integration as a set of measures directed at the implementation of strategic goals. The paper aims to determine the strategic priorities in public regulation of the domestic consumer goods market. The paper examines the theoretical foundations of the consumer market’s public regulation. The functioning of enterprises on the domestic market is analyzed, and on this basis, their operating efficiency is determined. The regulative framework related to the issues of the economic development and trade processes in particular in the times of COVID-19 is analyzed. The priorities and tasks of regulation of the competitive process at the domestic market in the short-term and middle-term perspectives in conditions of the pandemic are suggested based on examining the foreign sector of Ukraine in 2013-2019 and the consensus-prognosis for 2020-2021. The place of the domestic consumer goods market’s development strategy in maintaining the sustainable development in Ukraine is determined, and the main tasks of implementation of the domestic consumer goods market’s development policy are outlined. In the course of examining the main trends of the domestic market functioning in current economic conditions, the problems hampering their development were identified.
