The efficient functioning of the food security institutional mechanism is an important factor in providing the population with vital foodstuffs. It is the efficient relationship between traditional food demand institutions and modern food market regulation institutions that catalyzes the development of an efficient food security mechanism. The efficient functioning of modern institutions of the food security system is possible with an efficient system of institutional integration. That is why the need to highlight the problems of forming and efficient functioning of the institutional mechanism is important for finding ways to improve the existing food security system. At present, Ukraine's food security system is at an active stage of institutional transformation, which contributes to building an efficient link between agricultural production, the country's population, and the green economy. According to the SWOT analysis of the food security institutional mechanism, it can be concluded that the set of existing formal and informal institutions needs significant reform and improvement, as they should stimulate production, the competitiveness of Ukrainian products in both domestic and foreign markets, and affordability of agricultural products for citizens. According to the PEST-analysis of the institutional mechanism of the food security system, it can be concluded that to ensure the efficient functioning of the food security system, the state should build an efficient strategy for agro-industrial complex development and a strategy to provide the population with quality food products, bring the existing regulatory framework in line with modern market requirements and international standards, increase the level of technical and technological equipment of agro-industrial production, etc. In order to improve the current situation, the following areas of regulation of the food security institutional mechanism are proposed: strengthening the role of formal institutions in the domain of agro-industrial production and food security, ensuring the transformation of formal institutions in accordance with international law, stimulating development and creating incentives for informal institutions in the food security domain, ensuring strong interconnection and efficient interaction between formal and informal institutions of the food security mechanism.

Ensuring food security and developing agricultural production is impossible without investment. At the same time, some scientists note that a significant amount of foreign investment increases the dependence of the domestic economy and enterprises on foreign investors. In addition, subsidies lead to a lack of motivation among entrepreneurs to attract additional investment resources and increase the dependence of production on areas of state support. Some investment models contribute to the deterioration of the environment, and technological advances are not available to small farmers who do not have the financial resources to apply the technology. Therefore, investment is important to ensure the effective development of the agricultural sector and food security mechanism. However, the presence of a significant amount of foreign investment can lead to the dependence of the national economy on investors, which can have a negative impact on the cost of agricultural products, production volumes, exchange rates and purchasing power of the population. The aim of the article is to analyze the impact of investment on the agricultural production as the main component of food security mechanism. To analyze the effectiveness of investment we chose the indicators “Government spending on agriculture”, “Foreign direct investment in agriculture” and the indicator “Agricultural production”. As a result of the analysis, it was found that the impact of government investments on agricultural production is not significant. This trend can be explained by the existing theory that there is no significant positive impact of government investments on the efficiency of agricultural enterprises due to the lack of incentives for farmers to innovate and compete in the market environment. A strong direct link between the indicators “Foreign direct investment in agriculture” and “Agricultural production”, which indicates a significant impact of foreign direct investment on agricultural production, is emphasized.

The volume of agricultural production has an impact on the level of providing vital products to the population, and the use of intensive technologies helps to increase the level of agricultural production and increase the volume of vital products. Intensification of agricultural production through the introduction of nanotechnologies can increase the resistance of plants to adverse weather conditions and increase the resistance of animals to infectious diseases and stress. We note the necessity to conduct wider studies to identify the most promising areas of application of nanotechnology as a tool for raising the level of agricultural production.
In assessing the impact of nanotechnologies on the level of food security, it is necessary to assess both the productivity of agricultural production and the quality and safety of the products produced. Regarding the productivity of agricultural production, the existence of numerical experiments in the impact of nanotechnologies on the level of agricultural production reflects the efficiency of the applied technology. The application of nanoparticles as microfertilizer in plant growing contributes to increasing plant resistance to adverse weather conditions and other stress factors, reduces the chemical load on the soil and increases the yield of almost all food and industrial crops. The application of nanotechnologies in livestock breeding contributes to raising the productivity of animals, resistance of animal organisms to infectious diseases and stresses, provides a significant effect on the formation of microclimate in premises for animals and poultry, control of the concentration of harmful substances in the air, disinfection of livestock buildings, electrocontaining of silage mass of green feeds with an electroactivated preservative, treatment of mastitis of animals, decontamination and pasteurization of eggs and egg products, etc. Nanotechnologies are used as catalysts based on nanosized palladium and nanocarbon materials for the hydriding of vegetable oils, as nanoelectronics of grain drying (convective drying together with microwave drying) in the processing of agrarian products. Nanotechnology is widely used in the disinfection of agricultural inputs and production tools in the process of storage of agricultural products.
Thus, the use of nanotechnologies in agricultural production has a positive effect on the production of crop and livestock production, processing and storage of agricultural products, which positively affects the overall level of agricultural production and food security in the country. However, the presence of an uncertain effect of some nanoparticles leads to uncertainty about the impact of nanomaterials on the quality of agricultural production, which necessitates further in-depth research into the properties of nanomaterials and to ensure the regulation, standardization and certification of nanoscale materials used in the processes of production, processing and storage of agricultural products.

A necessary condition for effective functioning of food security is the stability of national currency. The value of the currency has an impact on food prices. The value-reasonable prices is a key prerequisite for economic public access to life-saving food. Many prominent scientists have dedicated their works to the research of the problem. A. Babenko and L. Abramovskiy focus on the need of increase of the money supply. The authors point out that increase in the money supply will intensify the activity of small and medium business, which produces the agricultural products. L. Chernychuk underlines the importance of the impact of currency value on the price level. The author notes that the value of the currency is constantly changing and this affects the general price level in the economy. Existing studies substantiate the presence of an effective mechanism for regulation of the impact of current monetary policy system on food security system. However, the development of economic relations and integration processes of the country in the context of globalization necessitate improvement of the existing mechanism for regulation of the impact of current monetary policy system on food security system.
The article is devoted to assessment of the impact of current monetary policy system on food security system in Ukraine. We analysed the effect of monetary policy on food security system. We have established the impact of monetary policy on public access to food. Monetary policy affects the level of consumer prices by controlling inflation. As a result of correlation and regression analysis we established the existence of a direct relationship between the size of average rates of the money supply and the volume of agricultural production.

The main components of the mechanism of control of funding process of the agricultural enterprises expanded reproduction are considered, the specific elements with the existing conceptual blocks are allocated. An algorithm for optimization of the funding process of agricultural enterprises expanded reproduction is proposed. The following four constitutive blocks of the system are the main components of such algorithm: diagnostics of the financial condition and identification of hidden reserves, financial planning and forecasting, covering of expenses by financial resources, monitoring of the targeted use of funds.
