The paper emphasizes that in current conditions of economic system functioning in Ukraine, it is impossible to achieve economic growth without an effective investment policy. An efficient national investment policy enables developing countries to avoid economic and technological dependency and to ensure solutions of key objectives of the sustainable development of the regions and the country as a whole, the growth of their economic capacity and raising standards of living for the population. Modern transformational processes and global trends in economic development are putting new demands for forming the policy of regulation by the investment process in Ukraine. The paper determines that one of the peculiarities of the modern national investment policy of Ukraine is that it is formed and implemented in the conditions of reforming of the public administration system. Decentralization of power and change of administrative and territorial structure in Ukraine by uniting communities and reforming local self-government in terms of redistribution of powers, competences and financial provision are some of the main directions of the public administration modernization. Decentralization provides new opportunities for harnessing investment potential of territories, promotes investment activity to increase the industrial-economic and socio-cultural capacity of territorial communities and accelerates the rates of renewable processes of tangible and intangible production. It is the prerequisite of public administration system modernization by the social development of regions. A clear understanding of the essence, models and principles of decentralization is the important factor for its successful implementation. Ensuring the development of investment activity in the region in conditions of decentralization is the effective mean for regional development, which provides not only the development of the economy as a whole, but also the development of cultural, medical, educational, and social spheres.

Efficiency of public authorities’ decentralization in Ukraine depends on the coherent reforming, development and activity of three social subsystems: public management, local governance, civil society. Reforming of local governance and authorities’ territorial organization based on decentralization causes new managerial challenges for central and regional authorities and local governments, including the united territorial communities (UTCs), which acquire new much broader competences and stronger financial capacity. The paper aims to define the ways to provide sustainable balanced development of united territorial communities based on the analysis of the dynamics of their forming and the rates of their efficiency. The dynamics of forming of united territorial communities is analyzed. The author reveals that it is stipulated to a great extent by the fact that law provides only for voluntary consolidation, which will further slow the process down and cause some problems. The paper explains the statement that maximum attraction of civil society institutions and business representatives to cooperation on partnership basis is an important way to improve the efficiency of local governance and form the capacity of territorial communities. The author notes that the substantial gap in the efficiency of united territorial communities is stipulated by their initial conditions and the level of available management. The paper proves that achievement of financial capacity for territorial communities is possible through filling the local budgets with revenues from single tax, fuel excise, land fee and other own income rather than solely through individual tax. The priority activity directions of local governments on strengthening of financial stability and independence of local budgets are defined. The role of prediction of changes in the structure of territories’ population in spatial development for securing of sustainable balanced development of united territorial communities is determined.

Defining the major bases for the formation and implementation of regional eco-policy in view of the experience of developed countries, aimed at solving specific problems of socio-economic development, becomes an urgent task of economic science. The article aims to analyze the peculiarities of forming and implementing regional environmental policy in the context of decentralization of public power in Ukraine. Both domestic and foreign scientists devoted their research to the development of scientific bases of eco-policy. Nowadays, in the scientific literature there is no systematic analysis of the problems with the formation of regional eco-policy under current conditions of decentralization. In the mechanism of public power in Ukraine, the problem with centralization and decentralization is a cornerstone of the development of efficient management. Centralization in the conditions of the territorial system of Ukraine is inextricably linked with the unitary form of the state – such a system was a fundamental value and was always associated with the idea of independence and autonomy of the Ukrainian state. Determining the optimal relationship between centralization and decentralization at the current stage of the formation of Ukraine as a European state appears in the centre of reforming the processes of socio-economic development of the country. The advantages of centralized management are most fully manifested in solving global and strategic tasks, and the disadvantage is the reduction in management efficiency and in the opportunities for adaptation to the new conditions of socio-economic development. The process of decentralization lies in transferring a certain amount of power by central government bodies to lower-level entities which possess the necessary rights, duties and resources. The enlargement of the powers of regions in their relationship with the center, the right to form and implement development strategies, and the concentration of financial resources necessary for self-development at the level of territorial communities are the main directions for decentralization of public power in Ukraine. Due to the current conditions of socio-economic development of Ukraine, regional aspects of public environmental policy are very important in the process of its formation. Delegating part of powers to the regional or local level can make environmental quality management more effective. Therefore, the problem with the formation and implementation of regional eco-policy is extremely urgent in the context of decentralization. In accordance with the Law of Ukraine «On the Fundamental Principles (Strategy) of Public Environmental Policy of Ukraine for the Period until 2020», the strategic goal of the national environmental policy is to stabilize and improve the state of the natural environment of Ukraine by integrating environmental policy into the socio-economic development of Ukraine to ensure the environmentally friendly natural environment for life and health of the population, to implement the environmentally balanced system of nature management and to preserve natural ecosystems. It should be the basis for the formation of regional environmental policy of Ukraine.

The problem of human and social capital formation is closely connected to the functioning of the education system. From the standpoint of a system approach, education is a functional institution of a society, which has its own structure and specific aim of functioning. The complication of social and manufacturing, information and intellectual relations in the processes of civilization development generates increased requirements for the functioning of social and industrial subsystems, which can be solved only by means of education.
The functioning of the education system is not just the transfer of knowledge and the development of a person, but also the intellectual support of socio-economic development. Educational functions play a key role in the pace of civilization progress in the nearest future. In the context of sustainable development, an important moment in the role of education is that knowledge has the ability to grow and deepen. As a result, education carries out the transfer of knowledge to the next generation, which provides for a progressive development of future generations. Today, education is seen as a continuous process that lasts throughout life and is characterized not only by the replenishment of the information stock, but by the change in its structure and forms in accordance with the new requirements.
From the point of view of economic development, education is the source of creating new opportunities and resources for development that significantly changes the quality of human life, ensures the achievement of harmony of natural, social and spiritual human nature. Knowledge and information allow achieving the set goals, minimizing the resources, convincing people of their personal interest for these purposes. According to some estimates, today in the world about 70% of gross domestic product (GDP) growth is due to the application of new knowledge embodied in innovative production and management technologies.
Knowledge as a special resource of social development has the properties of continuous reproduction and accumulation. However, like any resource, knowledge is prone to destruction, impoverishment and, moreover, unlike natural resources, the usefulness of which is beyond doubt, the usefulness of knowledge may be questionable. This happens when knowledge (in the context of education problems) is considered and analyzed as a narrow category that involves only professionalism, in isolation from the morality of the subject (individual or organization) – the bearer of knowledge.
Today the rates of obsolescence of knowledge grow; the life cycle of goods (services) is reduced. Companies gain advantages in a competitive struggle by creating strategies that focus not on predicting and analyzing the external environment, but, above all, on the efficient increasing and using of their own resources, primarily intellectual ones. It is obvious that intellectual activity cannot be performed without fundamental knowledge, i.e. the knowledge necessary for the education of a graduate of an educational institution, which allows forming a valuable-meaningful system for orienting a person in the flows of information.

The problems of forming of the public policy of regional economic processes regulation are outlined. Theoretical and methodological bases of research of the problems of regional economic processes’ public regulation are covered in the works of both domestic and foreign scientists. The study aims to determine the peculiarities of public administration of economic processes taking into account the characteristics of regional economic system functioning. The impact of the peculiarities of individual regions on the development of the national economy should be reflected in forming of public regional policy and deepening of public attention to the development of individual regions. The research proves the fact that the policy of decentralization, which is now declared at all levels of government, stipulates the necessity of profound changes of the principles and the philosophy of public administration of regional economic processes aimed at the democratization of administration, decentralization and deconcentration of authorities and responsibilities. It is proved that decentralization requires the implementation of three necessary conditions: a clear division of authorities between all levels of government concerning expenditures; providing appropriate levels with financial resources that are sufficient to implement their authorities; levelling imbalances of different budgets by means of interbudgetary transfers carried out under strict rules. The necessity of transforming the mechanisms of public administration taking into account the characteristics of regional economic systems is stressed. The fact that in terms of European integration processes the main purpose of public regulation is to create conditions for dynamic and balanced territorial development is proved. In conditions of decentralization, public regulation should provide an impetus to domestic factors of regional development. The main provisions of forming a strategy for regional socio-economic development are outlined. It is proved that the administration of socio-economic regional development should be based on the creation of industrial and agricultural clusters, which becomes a primary objective of the national economy. The main direction of ensuring the competitiveness of national and regional economies should be aimed at providing science-intensive and innovative development. In conditions of heterogeneity of economic, social, cultural and intellectual landscape of Ukraine, the priority tasks are to create the informational infrastructure of business for the formation and growth of capitalizing assets of small and medium sized technologically oriented specialized enterprises. The conducted analysis has shown the need to improve the administrative structure of the State, to improve the regulatory mechanisms for regional development, because it is the one which determines the conditions for economic development at the State level in general. It is important to create effective mechanisms for two-way connection according to the principles of partnership and cooperation between large and small sized businesses, an effective inter-sectoral and inter-regional cooperation and specialization.

World economy development stipulated the emergence of critical contradictions between the growing social needs and limited biosphere capacity to meet them. Nowadays the concept of sustainable development that meets basic human needs and doesn’t ruin the mechanisms of ecosystems’ biotic self-regulation is the universally acknowledged option of further development of humanity.
Transition to sustainable development declared by the UNO Conference on environment and development (Rio-de-Janeiro, 1992) became the objective necessity, the meaning of which does not evoke questions any more. On the global scale society defined sustainable development as the existing strategy for the XXI century, defining its major tasks in the «Agenda for the XXI century». Sustainable development is considered as the development that not only promotes economic growth but also rightfully distributes its results, renovates environment rather than destroys it and promotes increase of human possibilities rather than impoverishes humans. Nowadays sustainable development concept gains more humanistic focus.
The article aims to research peculiarities of forming of ecologic-economic systems management mechanisms.
The article explains the necessity of transition from economic to ecologic-economic system. The peculiarities of ecologic-economic system management are examined. The ecologic-economic system model is formed. It is defined that sustainable development concept has three major goals direction centers: nature, society and production. On the basis of biotic principles of vital activity harmonization and balanced development the directions of ecologic-economic system management are outlined, in particular: ecologic rehabilitation of degraded natural objects, landscapes and stabilization of ecologic condition of the state; renovation of natural potential, economic nature management; maintenance of ecologic security, decrease of anthropogenic pressure and wastes pollution; ecologization of general management functions; ecologization of socio-economic development, introduction of sustainable development principles. It is defined that the following are the major problems of management of existing ecologic-economic systems: lack of efficient management structure and grounded division of responsibilities in terms of nature management and environmental protection (including especially protected areas); lack of target policy on management of ecologic-economic systems; insufficient system of accounting and economic estimation of natural resources; absence of legislation on evaluation of environment quality and ecologic audit; small percent of targeted scientific research and projects for implementation of different ecologic policy directions; poor informational and analytical maintenance of nature management system; low level of international cooperation in terms of protection and exploitation of natural resources. Theoretical and methodological approaches to forming of ecologic-economic system management are suggested.
