The essence and the importance of budget financing to the development of the economy of the region is considered, the forming of the income part of the budget exactly. The methodology of the programmer-armed and traditional method of budgets forming which lies in the difference of approaches to the defining of the problems and different ways of settling the problems is analyzed.
