Rural Development Policy has been realized within the Common Agricultural Policy as a separate priority since 2004. In 2013 the Rural Development Program 2007-2013 was finished, which brought the need of analysing efficiency of the measures which were realized during the programing period. Poland has received the biggest amount of investments into the sphere of rural development among all other EU member states that’s why it was chosen to be analysed in the research. The first priority of the polish Rural Development Program 2007-2013 was given to measures within the first program axis aimed to improve the compatibility of agriculture and forestry. The hypothesis of the research was defined basing on the Pareto principle and states that 20 per cent of the investments should bring 80 per cent of increase of agriculture efficiency. After calculating the cumulative percentage of each of the measures of axis one, it was define that 35,5 per cent of the investments were allocated to measures focused on ensuring the early retirement of farmers. Big amount of investment were granted as well to modernization of farms, ensuring the program commitments from previous periods, increasing the value added in agriculture and forestry. For these four measures there were built simple linear regressions aimed to check their influence on indexes of productivity in agriculture (livestock production index, crop production index and food production index). The conducted analyses showed that the Pareto principle was justified by the example of livestock production index, where the selected measures showed the highest indicators of influence on the production index. Investments that should ensure the early retirement of farmers showed negative influence on the livestock production index, which can be explained, that the rates of farmers leaving their occupations due to pension are higher than the rates of increasing the number of young farmers. In order to ensure the competitiveness of the agriculture of Poland in future, government should continue the support of modernization of farms and supporting young farmers in their initiatives to work in the agriculture. Further analyses need to be conducted in order to evaluate the new Rural Development Program 2014-2020 efficiency basing on the experience of programing period 2007-2013.
