The article highlights the main trends of the current state of Ukraine’s foreign trade in terms of exports and imports of goods and services. It is noted that in the current conditions of globalization, foreign economic activity is one of the necessary conditions for maintaining sustainable economic development of the country, increasing the welfare of its population, improving the quality and standard of living.The commodity structure of foreign economic activity of Ukraineis characterized. It is proved that the structure of Ukraine’s foreign economic activity is dominated by commodity orientation. Thus, in the total value of exports, goods occupy more than 80%, in the total value of imports – more than 90%. It is generalized that despite the socio-economic instability, the current state of Ukraine’s foreign economic activity remains at a fairly high level, which causes its close dependence on changes in external conditions. It is substantiated that the central role in determining the total volume of exports and imports of goods and services is occupied by the issue of pricing. The economic content of foreign trade prices through the prism of the main types of foreign economic transactions is highlighted. It is proved that the mechanism of formation of foreign trade prices is due to their economic content and the specifics of the components, which are clearly regulated by current legislation. At the same time, it is determined that the mechanism of formation of foreign trade prices in the implementation of export and import operations is excellent, due to their economic content and the specifics of the operations themselves. The main components of export and import prices are considered. A detailed description of the individual components of prices is given.It is generalized that despite the clarity of the definition of the main components, the formation of seller prices (exporter or importer) is influenced by contractual terms agreed between the subjects of foreign economic relations in accordance with the rules of Incoterms. In fact, the latter are intended to «simplify» the lives of participants in domestic and international trade transactions and contain a detailed description of the distribution of terms of responsibility between the buyer and seller for the goods and their delivery in foreign markets.
Nowadays, the domestic consumer goods market plays an important role in maintaining the living standards of the population. Its development is an important precondition of accelerated economic growth in the country. Yet, the current condition of the domestic market is characterized by the availability of many negative trends that are stipulated by the bottlenecks in the public regulation of the consumer market and lack of controllability of its certain development processes. An objective need to search for the ways and tools to efficiently manage the development of the domestic consumer market on the system basis requires the thorough scientific-methodological substantiation of a range of important issues like defining the goals and priorities of the consumer market development and elaborating the tactics of its development in times of European integration as a set of measures directed at the implementation of strategic goals. The paper aims to determine the strategic priorities in public regulation of the domestic consumer goods market. The paper examines the theoretical foundations of the consumer market’s public regulation. The functioning of enterprises on the domestic market is analyzed, and on this basis, their operating efficiency is determined. The regulative framework related to the issues of the economic development and trade processes in particular in the times of COVID-19 is analyzed. The priorities and tasks of regulation of the competitive process at the domestic market in the short-term and middle-term perspectives in conditions of the pandemic are suggested based on examining the foreign sector of Ukraine in 2013-2019 and the consensus-prognosis for 2020-2021. The place of the domestic consumer goods market’s development strategy in maintaining the sustainable development in Ukraine is determined, and the main tasks of implementation of the domestic consumer goods market’s development policy are outlined. In the course of examining the main trends of the domestic market functioning in current economic conditions, the problems hampering their development were identified. The paper deals with the peculiarities of forming of effective system for the personnel development in retail sales networks in conditions of economic globalization. The theoretical development of the research is the study of different scientific approaches to the interpretation of the concept “personnel”. There are different groups of scholars who have different views on the interpretation of this definition. Based on the study of different scientific approaches to understanding of the essence of the concept “personnel”, the author’s understanding of the essence of this definition has been generalized and substantiated. On the basis of generalization of different scientific approaches and normative requirements for the classification of personnel, the supplemented classification of types of personnel was proposed taking into account the peculiarities of functioning of retail sales networks in Ukraine in conditions of economic globalization. Supplemented classification features and criteria contribute to the development of various methods and tools in an effective system of personnel development of retail sales networks at the present stage of their formation. Management approaches to understanding the nature, place and role of retail sales staff in conditions of economic globalization are substantiated. Two management approaches have been proposed: individual-personal and micro-entrepreneurial. Within the individual-personal and micro-entrepreneurial level, a set of conditionally constant and conditionally variable characteristics of the personnel is allocated. The distinguished conditional variables of the personnel are applied in the process of formation and use of personnel in the trade sector, taking into account innovations in this field. The proposed management approaches are the basis for the formation of an effective system of personnel development in retail sales networks. The results of the study can be used in the process of elaborating of an effective system of personnel development in retail sales networks in the context of economic globalization.
