It was determined that the Carpathian region has a large multifunctional, and industrial potential, that belongs to important structural elements of its spatial equity. It was found that the policy of development of the industrial potential of the Carpathian region, increasing of its competitiveness should be part of Ukrainian, cross-border and common spatial development in terms of implementation of European integration of Ukraine. Was established that to increase the competitiveness of the industrial potential of the Carpathian region it is necessary to carry out its technological transformation system, which would include modernization of existing and construction of new production industry based on innovation, products which would correspond to competitive advantages of the region and the current requirements of both domestic and foreign markets. Organizational and-economic mechanism of technological modernization of the industrial potential the Carpathian region was developed, which is based on: the gradual approximation of Ukrainian Law to EU law, on cooperation between Ukraine and the EU on the development of the information society through providing general accessibility to information and communication technologies (ICT), increasing the participation of Ukraine research activities in the EU through ICT, involvement of Ukraine into the European research Area, which includes the Association Agreement with Ukraine and EU.
The article defines ways of formation Ukraine’s regional policy with taking into account the basic principles of a common EU regional policy and experience of regional policy transformation in CEE countries – EU member states on their way to europeanization. The basic principles of a common EU regional policy are: subsidiarity, partnership, programming, complementarity, coherence, decentralization (deconcentration). The purpose of the joint EU regional policy is strengthening and promoting regions as subjects of common European policies on the basis of eliminating spatial disparities of economic and social development of EU member states regions on the base of assistance for depressed regions to develop, their convergence. Ensuring the implementation of specific purpose includes: formation of the optimal structure of regional regulators and government relations. Taking into account that existing in Ukraine levels of administrative - territorial system in terms of population do not meet the system adopted in the EU NUTS, to adapt them to the system is proposed to carry out administrative - territorial reform in two stages. In the first phase to form communities and counties (districts) that will fit NUT1 and NUT2, on the second – consolidation area in accordance with NUT3. As a result of transformation of regional policy of Ukraine is expected regions convergence based on providing them with the resources and authority. The success of the reform depends largely on solving one of the main issues - creation of a new system of intergovernmental relations, which provides solutions of problems on all levels of financial security from fiscal decentralization – revenue sharing between the central and local authorities and local governments. The goal of decentralization - form their own revenue base of regional governance based on changes in the distribution of functions between budget levels. The basis of independence of local budgets have to become their own revenues (local taxes and fees), fixed income (funds financial equalization communities and regions, transfers, targeted subsidies, investment subsidies). The efforts of all levels of regional authorities should be directed to facilitate convergence. For this purpose it is necessary to develop science-based innovation strategy for the restructuring of regional economies; to provide broader support for development of business environment; promote development consulting, education, research and technological development, to provide loans on favorable terms to industrial enterprises and organizations, leading research and development; provide public contracts mainly in the form of contracts for research and development and production of new innovative products; promote cross-border leasing, joint ventures, venture capital; provide priority allocation of investment, financial and credit for new job creation in information-spacious industrial sectors, more efficient use of existing scientific potential through reducing the gap interdisciplinary relations cycle «basic research - development - commercialization of knowledge in production»; create a national database to monitor the development of research and innovation process in every region of Ukraine.

The existence of objective need for structural transformation of Ukraine's national economy on innovation basis is stressed. The results of analysis of current state of Ukrainian industry, which is characterized by considerable lag in development of scientific-technological field and competitiveness comparing with the developed countries, are presented. Structural transformation performed on innovative basis in accordance with existing competitive advantage of the country will facilitate the restructuring, change in export volumes of industries and consequently rise the competitiveness of national economy on domestic and world markets.
