The article proves that the need to modify urban management systems in Ukraine in accordance with the new Smart City concept of urban planning arose in the context of the rapid digitalization of society. The analysis of strategic priorities for the implementation of the Smart City concept in the practice of Ukrainian cities at the central, regional (Western region of Ukraine), and local (cities of regional significance) levels is conducted. The comparison and review of the practice of using open data and various e-services by administrations of 34 cities of regional significance in the Western region of Ukraine are carried out. The state of implementation of e-government tools by local authorities is determined. The division of cities of regional significance in the Western region of Ukraine according to the level of use of e-services, which are presented on their official websites, into four groups (passive; beginners; active; progressive) is carried out on the basis of the results of the analysis. The key problems of local policy of the cities of regional significance transformation in the Western region of Ukraine are identified, including: lack of a common vision on the further development of cities and communities on the basis of the Smart City concept by central, regional, and local authorities; the issue of approving strategies for the development of cities of regional significance remains unresolved; uneven introduction of innovative technologies in the management systems of the cities of regional significance development in the Western region on the basis of the Smart City concept, first of all, open data; low level of international activity of administrations of cities. Priority areas for improving regional and local policies to ensure sustainable urban development in accordance with the Smart City criteria are justified.

Machine building plays one of the key roles in ensuring of the economy development on an innovative basis. The synergy of enterprises within clusters in the region allows them to use their potential more effectively. For the region, clusters serve as catalysts for economic growth.
The aim of the article is to establish trends in the development of machine building in Ukraine and to identify the preconditions for the development of appropriate clusters in the regions.
General and special methods of scientific knowledge constitute the methodological basis of the study. In particular, the statistical method is used to reflect the results of scientific research on the identification of modern trends in the development of machine building in Ukraine. The cartographic method, methods of comparative analysis, synthesis and grouping are used as the basis for determining the localization of machine building in the regions of Ukraine. The methods of cause-effect relationships were used to study the prospects of the development of machine building clusters in the regions of Ukraine.
On the basis of the analysis of the dynamics of machine building development in Ukraine during 2010-2016 the following was found: the number of machine building enterprises and the number of employed workers steadily reduced; volumes of industrial production of machine building mostly increased, the share of loss-making enterprises declined. More than a tenth part of the cost of innovation goes to machine building. Enterprises of this kind of activity implemented almost half of innovation processes and the fourth part of a new innovative product in the Ukrainian industry. Military aggression by the Russian Federation has made significant adjustments in the dynamics of machine building development in Ukraine.
The study of the efficiency of the activity of machine building enterprises in Ukraine has established that despite the growth in the profitability of operating activities in the last year, the actual efficiency of enterprises of this type of activity is close to the point of break-even. During the analysed period, the labour productivity in machine building grew. However, this dynamics is due to a steady reduction in the number of employed in machine building, rather than an intensive increase in sales volumes.
The indicator of localization by volume of sold industrial products is used to identify regions of Ukraine, in which machine building is one of the main industrial sectors. It was established that machine building is the industry profile sphere in 45.8% of the Ukrainian regions. The existence of machine building clusters in the regions of Ukraine is analysed. The author has defined regions with prerequisites for the creation of machine-building clusters and key directions by the machine building types for these clusters based on localization indicators.
The obtained results of the research can serve as a scientific and analytical basis for the state authorities to make appropriate decisions on the formation of machine-building clusters in the regions of Ukraine.
Further studies will be used to include spatial analysis of clusterization of Ukrainian regions by types of economic activity.

The presence of a systemic crisis in Ukrainian economy requires decisive action to create a favourable environment for the free development of entrepreneurship, opening the potential of regions, increasing their investment attractiveness and competitiveness. Special economic zones (SEZ) are the significant factor in the global economy. Taking it into account, the author argues that this issue is currently of great interest and stresses the need to provide a detailed examination of practices of SEZs in Ukraine in retro and prospects of development.
The aim of the article is to study the experience of functioning of SEZ in Ukraine in order to improve their efficiency and possibility of transformation into new forms of spatial organisation of business.
Research methodology: general scientific and special methods: analysis and synthesis, logic synthesis, comparative; economic and statistical, structural and factor analysis, cartographic and graphical methods.
Based on the analysis of Ukrainian legislation the author investigated conditions and features of functioning of SEZs. Special attention is paid to the impact of SEZs on the dynamics of socio-economic development of Ukraine during 1998-2015. The complex evaluation of the efficiency of functioning of SEZ in the Lviv region (on the basis SEZ «Yavoriv» and SEZ of tourist-recreational type «Health Resort Truskavets») during 2000- 2015 is carried out. The author conducted SWOT-analysis, systematized and summarized positive and negative side of using SEZ in Ukraine.
The obtained results make it possible to state that in the current economic conditions it is not economically feasible to continue SEZ development in Ukraine in the previous form. Nevertheless, it does not mean the complete abandonment of the practice of their application in Ukraine. World experience shows the changing of SEZ forms under the environmental conditions and challenges. The author concludes that transformation of SEZ in Ukraine should be carried out in the way of development of their other functional types and based on the strategic goals of regional development, to ensure the implementation of the priority areas of innovation, science and technology in Ukraine.
There is reason to believe that changing priorities in the spatial organization towards stimulating of the formation of zones of applied science and high-tech industry intensive development – SEZ third generation (technological, scientific, industrial parks, industrial and innovation clusters) – will create effective «growth points» of the national economy based on innovation.
Central and regional authorities can use the materials in this article for improving investment attractiveness and competitiveness of regions.

The undeniable relevance and practical significance of national economy investment issues is revealed by the authors in the article. The research aims to rank Ukraine’s regions by investment efficiency and to develop the proposals to solve the problems of investment activities at national and regional levels. The estimation of change in the position of regions of Ukraine in the ranking of investment attractiveness is done. The regions were ranked in terms of capital and foreign direct investment trends and their growth was analyzed. By the results of the calculation of the integral index the efficiency of investment in the Ukraine regions was evaluated. Gross regional product and capital investments, enterprises financial results and profitable capital investment, industrial output and capital investment, the volume of rendered services and capital investment, innovative products sales and the innovation cost were chosen as five basic indicators for the development of the index indicators. Such a set of indicators provided an opportunity to comprehensively characterize the effectiveness of Ukrainian investment in general and in the regions in particular. The calculation of integral index for 2006-2014 was made on the basis of taxonomy method. In terms of efficiency investments 25 regions of Ukraine have been divided into 6 groups by Sturges method. Its groups have been enlarged in three main ones: the first high level group (the integral index of 0,67?1), the second was intermediate (0,33?0,67) and third – low level (0?0,33). In the article the following ways to improve the investment climate and to increase investment in the Ukrainian regions were suggested by the author: for Cabinet of Ministers of Ukraine – to develop the State target economic program of investment for the period until 2020 taking into account the current transformations in the economy and the risks involved and the processes of decentralization and integration; to establish effective mechanism of formation of the organizational, institutional, financial and legal conditions for development of innovation; to form the package of proposals to introduce regulations that will simplify conditions for investment activity; to promote the optimization of industrial structure and to improve the infrastructure, especially the transport one; for regional and local authorities – to increase the effectiveness of regional management through the use of advanced management models in the public sector; to intensify the implementation of public-private partnerships programs, expanding the circle of participants, especially from EU; for regional development centers – to assess the risks of investment activity in the regions and rank the administrative units in terms of their investment attractiveness; to monitor investment projects implemented / not implemented in the region to maximize prevention of risks of the investment activity participants.

The system of indices for the evaluation of the functioning efficiency of the territorial-industrial systems according to three directions: financial state, business activity and level of profitability has been formed. Methodical approach to the choice of basic parameters of differentiation of the industrial territorial systems according to their groups which define their production and financial potential has been offered.
