The article is devoted to the study of problems of human capital development for the needs of innovative activity in Ukraine. Ukraine has sufficient scientific and technical potential for ensuring sustainable international cooperation in research and innovation. However, establishment and enabling environment for development of human capital of innovative activity is a critical and explains low indicators of social protection and security, social mobility, unfavourable environment for talent development, disadvantages for the protection intellectual property. For years, Ukraine was characterized by high levels of academic training. According to the number of highly qualified specialists per person, Ukraine is not inferior to developing European countries. Ukraine has a very powerful academic school and ranks first in the number of developers in Eastern and Central Europe. Ukraine is one of the most powerful countries in the area of technical sciences and has a strong capacity of the IT technologies. At the same time, through the underdevelopment of domestic innovation system, lack of financing science, weak ability of introduction of new technologies Ukraine is a donor of high profile specialists for many countries such as Russia, Israel, Poland, Germany, USA, Canada, India and others. Today innovative activity in Ukraine is in stagnation. Despite the fact that the state has developed network of scientific institutions and powerful scientific potential, it still lags behind developed countries by indicators of financial providing innovative activity, development of innovation market and its infrastructure, intensity introduction of innovations in economics. The main obstacle is: imperfection state innovation policy, absence an effective innovation development strategy, low technical level of production, lack of lending and insurance of innovation sector, absence incentives to innovative activity and poor material security innovation. Ukraine should create an environment for the production and spread of innovation where investors, entrepreneurs and highly qualified specialists will be protected and motivated for self-realization. Human development as a potential driver of scientific, technical and social innovation should become one of the major state priorities. The measures to ensure sustainable development of human capital of innovative activity in Ukraine are proposed in the article.

The theoretical aspects of the analysis of the transformations of the labor market are considered. The mutual influence of factors external and internal order, conditional on the structural transformation of the labor market is investigated, and measures to minimize their negative effects are proposed.
