The article systematizes the external factors of functioning and development of automobiles domestic market in Ukraine. The article aims to detach and examine the exogenous factors of automobiles market functioning in Ukraine in the context of dynamical changes of external surrounding.
It is defined that Ukrainian domestic automobiles market is under constant influence of the large complex of factors that define its existence trajectory and in the same time form the preconditions of development in short-term and long-term perspective. As far as automobiles market constitutes the open national-scale economic system, it should be objectively influenced by the factors of world-economy and domestic nature.
It is proven that along with the functioning of world automobile market the range of other factors of international level influence the domestic market of automobiles in Ukraine. Among them: exchange rates stability; possibility to attract foreign investment in order to develop domestic automobile construction; world economic system stability. The complex of national level factors is considered by the following groups: economic (GDP volume and growth paces, its structure; inflation paces; access to credit instruments while purchasing the automobile; population purchase power level; employment level), market, social, political, competitive and institutional.
Special attention is paid to evaluation of risks and advantages of automobile market development in Ukraine in the view of EU and Ukraine Association Agreement implementation that significantly changes competitive conditions at automobile market and terms of domestic producers entering European markets and European producers – the Ukrainian market. According to the Agreement provisions Ukraine has obtained the possibility to apply preventive measures in the form of higher import duty rate to passenger cars of EU countries origin during fourteen years starting with the second 12-month period from the Agreement validation date in case of fulfillment of certain requirements.
It is proven that the examined complex of factors should be considered in the course of elaboration of automobiles market development in Ukraine; in particular in terms of revealing of different risks both for automobiles supply and demand forming.

Theoretical and methodological basis of the formation of the modern theories of innovation and technological development of the region are a number of theories as social and economic development, on the one hand, and regional development on the other. Given the need for justification of innovation and technological development in the region extremely important concern is to review the theories of regional development, which affect not only the understanding of the formation, sources of occurrence of actual theories of innovational development, but also are a necessary condition for a comprehensive study of innovation and technological development. Revealed researchers looks at the role of innovation in economic development and their importance in solving the actual problems innovative and technological development. Overcoming the time and spatial limits scientists step-by-step enriched the theory of innovational development with new ideas, determining the overall structure of approaches to the analysis and synthesis of information on this phenomenon. The basic position of regional development is described. Among the modern areas of regional development, which reflect patterns of spatial organization of society, the theory of «growth poles» is central to both the value and the spread. The founder of this theory was a French economist F. Perroux while developing this theory, he used the idea of diffusion of innovations, believing that their distribution determines economic progress. The estimation of the evolution of theories of innovative and technological development is done. We find that among the modern theories of innovational development that can be used in the formation innovative policy in the region are: the theory of intelligent technology F. Hayek and the theory innovative economics and entrepreneurial society of P. Drucker. Thus, the scientific developments of T. Hagerstrand allow to make a conclusion about objective character of territorial imbalances in the economy of the region, which are described by the process of sequential distribution of innovations in space. And the rate of diffusion of innovation depends on the innovational development of the informational and communicational systems, as well as a workforce. We determine that the region’s economic growth at all levels of the hierarchy depends on the innovation activity of businesses, their aspirations and ability to use in their activities the latest technologies in all spheres of public life. It was determined that the evolution of the formation of scientific knowledge on the innovative development of the economy reflects the set of processes that certify a complicated way of growth and succes not only of the whole economic theory in general, but also of science «regional economy» in particular.

Theoretical-methodical principles of state economic security research are improved with application of synergistic approach. Concept of threats and challenges to national economic security is substantiated, author’s definitions are offered. Classification of threats and challenges to state economic security by the range of indices is carried out. The chart of state economic security system with the exploitation of main provisions of synergistic approach is developed; the mechanism of its action is described. Optimal scenarios of the national economic security system development are presented. Special attention is paid to the fact that the basic factor in economic security development in modern terms is the innovative one. The importance of the well-balanced development of state national security constituents for its effective functioning is stressed.
