The article systematizes the existing theoretical approaches to revealing the essence of the definition "a region’s economic security strategy". The strategy of economic security should be a priority in ensuring the goals of inclusive development of regions, their competitiveness and stability. The order of development of this strategy includes: 1) forming the strategic goals of economic security of the region taking into account the management hierarchy; 2) strategic analysis of the external and internal security environment of the region; 3) identifying the strategy options; 4) determining the strategic alternatives and priorities of economic security of the region; 5) implementing the strategy; 6) monitoring the determinants of the economic security management process; 7) control; 8) adjustment of appropriate measures for economic security in the region. A number of new strategies are proposed: 1) of equalization and elimination of risks, threats, and dangers, 2) of growth and activation of growth poles; 3) of active growth; 4) of advanced safety-oriented development; 5) innovation-investment and adaptive strategies. Strategies for equalization and elimination of risks, threats, and dangers for areas with signs of depression and a critically low level of security are aimed at overcoming imbalances in the socio-economic system of the region and restoring positive economic growth parameters. Strategies for growth and activation of growth poles are focused on identifying profitable economic activities in the region, increasing innovation and investment, and overcoming the existing low level of economic security. Strategies of active growth provide for positive dynamics of development of the economic subsystem in the region and indicators of its security and increase of internal potential for an economic breakthrough. Strategies of advanced security-oriented development are typical for leading regions with a high level of development of the economic subsystem in the region and its security with a focus on the long-term increase of regional economic activity and security indicators. Innovation-investment and adaptive strategies are typical for the region with the highest level of economic security based on the adequacy of financial security and concentration of innovation and investment potential in the region.

The significance of regions’ budget security as a component of financial self-sufficiency in the conditions of public administration decentralization is revealed. The definition content of «region’s budget security “ is defined from the standpoint of balance of local budgets in terms of revenues and expenditures, risk and threat assessment, sufficiency of financial support for the execution of functions and powers entrusted to local governments. The budgetary security of the region is proven to be a condition that ensures the balance of local budgets in terms of revenues and expenditures in current and strategic dimensions, which allows the local governments to fully fulfill their functions and powers, to neutralize the existing risks, threats and dangers. The author’s approach to rating regions of Ukraine is outlined. It is carried out on the basis of such key indicators as balance of the regional budget in % to GRP, budget’s revenues of the region per capita, budget expenditures per capita, ratio of the amount of received transfers to the sum of budget expenditures of the region in the consolidated state budget, the ratio of tax and non-tax revenues to the local budget, the share of tax revenues in the total budget of the region, the share of official transfers in the total local budget revenues, transfers from the state budget in % to GRP. This allows for determining of the level of budgetary security of territorial entities. The main methodological principles for the rating of regions are defined: the selection and evaluation of absolute indicators, the analysis of relative coefficients, the choice of integral indicators and the formation of rating estimates. The results of the analysis of the budgetary security of the regions revealed significant disparities in the formation of local budgets in terms of revenues and official transfers from the state budget and their significant budgetary differentiation. The uneven amount of transfers in total local budget revenues and the substantial dependence of territorial communities on public funding are emphasized.

Inability of authorities to efficiently solve existing problems is the road-block of modern Ukrainian economy leading to their failure to create business environment for Ukrainian entrepreneurs. Under this conditions business starts to create favourable conditions for entrepreneurship development on its own way, especially with the view to help perspective young entrepreneurs.
The article aims to research micro-local socially oriented business activity in the border regions of Ukraine and to outline its major directions.
Authors’ understanding of «micro-local socially oriented business activity» is suggested as the way to define business activity at micro-local level, oriented at creation of favourable business environment and maintenance of its development.
Experience of Ivano-Frankivska oblast is examined, in particular public restaurant «Urban Space», innovation and entrepreneurship center iHUB, «Management workshops», project «Open Business Space», Business Development Group. The following socially oriented initiatives are examined in Lvivska oblast: ІТ Cluster, Business Development platform "Biznes Aktyv", Businessmen Club. Projects of Chernivetska oblast are represented by Bukovyna Innovative Technology Cluster named after Joseph Schumpeter "Cluster bit".
Each project has its peculiarities, however their tasks are similar – to create favourable business environment and to support both entrepreneurs-newcomers and those, who have been developing their business for some time already, on non-commercial basis. It is worth emphasizing two of them in Chernivetska and Lvivska oblasts. Both are directed at education of creative and eager to work youth and at creation of favourable conditions for their future in the IT sphere. Moreover, Bukovyna Innovative Technology Cluster named after Joseph Schumpeter "Cluster bit" provides also the free of charge premises and Internet connection for those eager to develop their own start-ups. Public restaurant «Urban Space» in Ivano-Frankivsk is notable for its creativity and it directs 80% of its profits to implementation of non-commercial projects of the city development initiated by creative residents. Both representatives of large business and small and medium ones participate in socially oriented projects. The following main directions of micro-local socially oriented business activity are formed: assistance to perspective ambitious entrepreneurs in initiation of their own business; support of new start-ups; development of the territory, where the business is located; consulting on practical ways to solve the business problems; creation of favourable business environment.
