Copyright and Licensing Terms
Submission of a manuscript to the editorial office implies the consent of the author(s) to its scientific editing, as well as to the publication in electronic format on the official web platform of the scientific and practical journal "Regional Economy".
The property copyright remains with the authors, while the journal receives the right of first publication of the material. Published articles are distributed in accordance with the terms of the Creative Commons Attribution 4.0 International (CC BY 4.0) license, which provides for the possibility of using the material by other persons with the obligatory indication of authorship and the source of initial publication.
The authors confirm that they agree to open access to the publication and allow its use for scientific and educational purposes, provided that the license requirements are met. The authors reserve the right to use the text of the article in their own scientific, educational or professional activities, as well as to place copies of it in other information resources with a link to the official publication in the journal.
Licensing and Use Policy
The Journal "Regional Economy" publishes scientific materials on an open access basis using the Creative Commons license, which ensures a balance between the dissemination of scientific results and copyright protection.
1. Terms of Use of Materials
Materials published in the journal may:
- be freely reproduced, copied and distributed in any format;
- be used in educational, scientific and research activities.
At the same time, the following conditions are mandatory:
- indication of authorship with reference to the original source of the publication;
- use exclusively for non-commercial purposes;
- prohibition of changes to the content of the materials without separate permission.
2. Right of First Publication
By submitting an article to the journal, authors grant the editorial office the right of first publication of the material. In this case, the authors retain the right to acknowledge their authorship, as well as a mandatory reference to the original publication in the journal "Regional Economy".
3. Open Access Policy
All scientific articles published in the journal are publicly available immediately after publication. This ensures free access to research results and promotes their use in scientific and educational practice, subject to compliance with licensing requirements.
4. Self-archiving
Authors have the right to place their scientific materials (preprints, postprints or final versions of articles) in open electronic resources, in particular in institutional or thematic repositories, without time limits. A mandatory condition is to indicate the source of the first publication and the type of license.
5. Additional Terms of Use
The use of journal materials for commercial purposes, as well as their systematic reproduction in collections or other publications, requires prior approval from the editorial office.
6. Citation requirements
Any use of published materials must be accompanied by a correct bibliographic reference to the article and an indication of the license terms.
7. Copyright
Property rights to scientific materials belong to the authors. Granting a Creative Commons license does not limit the rights of authors to further use their own research results, in particular in scientific, educational or professional activities.
The specified policy applies exclusively to the content of scientific publications and does not apply to the design elements of the journal's web resource.
The licensing policy of the journal "Regional Economy" is aimed at ensuring the openness of scientific knowledge, while guaranteeing compliance with copyright and ethical standards for the use of the results of scientific activity.
Conflict of interest
The editorial board of the journal requires authors to confirm the absence of circumstances that can be considered a potential conflict of interest. If there are factors that could affect the objectivity of the presented results or their interpretation, authors are required to report this when submitting the manuscript.
Editors and reviewers do not participate in the consideration of materials if there are personal, professional or institutional connections with the authors that may call into question the impartiality of the assessment. All participants in the editorial process must declare potential competing interests.
If such circumstances are discovered after publication, appropriate clarifications may be made, an editorial notice may be issued, or the material may be withdrawn in accordance with the ethical standards of the scientific publication. Reviewers are required to ensure confidentiality, professionalism and objectivity of the expert assessment.
Academic Integrity (Plagiarism) Policy
The editorial board informs authors of their personal responsibility for the originality of the submitted materials. Authors are obliged to ensure the independence of the presented results, correct use of sources and proper formatting of references in accordance with the principles of scientific ethics. Any forms of unauthorized borrowing of text or ideas of other researchers without proper citation are unacceptable.
In order to prevent violations of academic integrity, authors are recommended to carry out a preliminary check of the manuscript using appropriate software tools for text uniqueness control before submitting it to the editorial board.
All materials submitted to the journal undergo a mandatory check procedure for the presence of text borrowings. In case of establishment of facts of plagiarism or significant unoriginality, the article is not allowed for further consideration and is returned to the author for revision or rejected.
Article Retraction
The editorial board of the journal "Regional Economy" applies the retraction procedure as a tool to ensure the reliability of scientific publications and to inform readers about materials whose conclusions cannot be considered reliable. This approach complies with the recommendations of COPE and is aimed at maintaining high standards of academic integrity.
The decision to retract an article is made by the editorial board based on the results of considering relevant appeals or identifying violations in the process of editorial control. The initiator of the review may be readers, reviewers, authors or other interested parties. A notification of possible grounds for retraction is submitted to the editorial board with an indication of the justification and, if possible, supporting materials.
The grounds for retracting an article may be:
- establishing facts of unreliability of research results due to errors, falsification or fabrication of data;
- identifying signs of plagiarism or unauthorized use of other people's materials;
- duplication of publication without proper reference or approval from the editorial office;
- use of materials without the appropriate permission of the copyright holders;
- violation of review procedures, in particular in cases of manipulation or compromise of expert assessment;
- hidden conflict of interest that could affect the interpretation of the results;
- presence of substantiated claims regarding authorship;
- non-compliance with ethical standards during the research.
Each case of potential retraction is subject to detailed consideration by the editorial board with the involvement, if necessary, of independent experts or representatives of the institutions where the authors work. The authors of the article are necessarily informed of the essence of the remarks and have the opportunity to provide explanations.
Based on the results of the consideration, a final decision is made on the retraction or refusal of the retraction. In the event of a retraction, the relevant article is not removed from the electronic archive of the journal, however, its electronic version is accompanied by a clear marking "Retracted", which is placed on each page, as well as a corresponding explanatory message from the editorial office.
The retraction procedure is carried out in compliance with the principles of transparency, objectivity and responsibility to the scientific community, which ensures the maintenance of an appropriate level of trust in the results of scientific research published in the journal.
Open Access Policy
The publication operates in accordance with the principles of Open Access, providing unlimited and free access to published materials. After the publication of the next issue, all articles become available for free reading, which creates conditions for a wider dissemination of scientific results and strengthening international communication in the field of research.
Electronic full-text versions of publications are posted on the official website of the journal in the appropriate section, which guarantees constant open access to scientific content.
Editorial Board Policy on the Use of Artificial Intelligence Tools
The active introduction of artificial intelligence technologies into scientific activity has necessitated the definition of clear rules for their application in publishing practice. The implemented editorial policy is aimed at ensuring transparency, maintaining academic integrity, and improving the quality of scientific materials. At the same time, the editorial board reserves the right to review and clarify these requirements, taking into account the further development of relevant technologies.
For authors.
The use of artificial intelligence tools is allowed only at the stage of text preparation and is of an auxiliary nature. Such technologies can be used to improve language design, logical structuring, and eliminate grammatical errors, but not to create scientific content. Authors are obliged to check the results obtained, as they may contain inaccuracies or distortions. Full responsibility for the reliability, originality, and scientific correctness of the material rests with the authors.
A mandatory condition is to inform about the use of AI in the text of the article, indicating the tool and the method of its application. It is forbidden to indicate artificial intelligence as an author or co-author. Authorship implies personal responsibility for the content of the study, its integrity and compliance with ethical standards.
The use of AI to create or edit graphic materials (drawings, illustrations, graphic annotations) is not allowed, except in cases where this is part of the research methodology. In this case, it is necessary to describe in detail the method of applying the relevant technologies, including the name of the tool and its parameters. Failure to comply with these requirements may be grounds for rejection or withdrawal of the article.
For reviewers.
Manuscripts submitted for review are considered confidential materials. They are prohibited from being used or uploaded to artificial intelligence systems, as this may violate the rights of the authors and the requirements for data protection. This rule also applies to review texts.
Reviewing should be carried out independently, without the involvement of generative technologies. The formation of conclusions should be based on professional expertise, critical thinking and adherence to standards of scientific ethics. The reviewer bears full responsibility for the content and validity of his assessment.
For editors.
Editors are obliged to ensure the confidentiality of submitted materials and not to use artificial intelligence tools during their review. This applies to both the manuscripts themselves and accompanying materials (correspondence, decisions, etc.), which may contain sensitive information.
The process of editorial evaluation and making decisions on publication should be carried out solely on the basis of professional judgment. The use of AI in these processes is not allowed, since it cannot replace expert assessment and carries the risks of erroneous or biased conclusions. The editor is responsible for organizing the review, making the final decision and adhering to the quality standards of publications.
