In the pre-war period, the stagnation of economic productivity was observed in Ukraine. It was manifested by a decrease in the annual growth rates of labor and capital productivity. The natural consequences of this include the inability to increase the growth rate of employees’ wages and their purchasing power, the increase in the share of raw material exports in the total volume, the country's growing dependence on energy imports, etc. The lack of positive productivity dynamics is related to the lack of active encouragement of domestic enterprises to improve resource efficiency. The article aims to substantiate the theoretical and methodological foundations of the study of the productive capacity of the regional economy in Ukraine and determine its potential growth accelerators across spatial and sectoral determinants. The evolution of the theoretical basis of the concept of economic productivity at the national and regional levels is examined. Based on the interpretation of the concepts of “productivity” and “capacity”, the authors offer their definition of the meaning of the term “regional productive capacity”. The article characterizes the achievements of foreign researchers regarding the study of regional development features and problems of productivity; identification and assessment of the impact of spatial factors on the productivity of the economy of territorial systems of different hierarchical levels; identification of spatial determinants of regional productive capacity. Based on the analysis of the experience of empirical research on assessing the impact of spatial factors on economic productivity, the article outlines a number of its growth patterns. The specific nature of interregional and intraregional productivity disparities is presented. The article proves that the interaction of spatial and sectoral determinants determines the level of productivity of the national, regional, and individual territorial communities’ economies. Special attention is paid to the issue of resource productivity. Ways for further theoretical and practical studies of regional productive capacity are suggested.

The completion of the decentralization of authority and finance in Ukraine has opened up new horizons for the creation of innovative approaches to territorial community management. Local governments were granted significant powers and financial resources, which creates new opportunities for the development and expansion of the capacity of communities. The rights of local governments in the organization of community management were expanded, which contributes to a more effective and balanced solution to local problems. Thus, the management of competitive advantages of territories is an important topic in economics, management, and regional development. The study of this issue is becoming increasingly relevant as more and more regions around the world compete to attract investment, develop entrepreneurship and tourism, develop transportation infrastructure, create jobs, and improve the quality of life. The article aims to examine new approaches to the development and management of competitive advantages of territories based on foreign experience. The article analyzes the peculiarities of competitive advantage management in local communities of several EU countries. Based on the study, the authors identify and substantiate the advantages of foreign experience and reveal the shortcomings that should be taken into account when implementing this experience. The author substantiates the process of decentralization reform and its impact on the development of territorial communities in terms of the use of management tools to increase the competitiveness of territories. The article shows that clustering, strategic planning, and public-private partnerships are the main tools for improving the competitiveness of communities. The main directions used by a number of countries to improve the efficiency of territorial development are characterized.

The productive functioning of economic entities requires due attention to socio-economic fundamentals. The creation of transparent and favorable conditions for business, the development of infrastructure, and the provision of financial support and incentives for innovative projects help to attract investment and create new jobs. In addition, active communication, interaction, and partnership between economic entities and territorial communities are key factors for the success of both parties. This includes sharing experiences, joint planning and decision-making, and public participation in decision-making processes. This approach will help support and develop local enterprises, create a favorable environment for business development, and improve the quality of life in communities. The article aims to examine the main components of the activity of economic entities and their impact on the development of territorial communities. The article analyzes the peculiarities of the socio-economic development of economic entities. The study identifies the key aspects of economic entities’ development, namely: support of small and medium-sized businesses; advisory assistance to market entities; drafting strategic plans for the development of territorial communities; support of local infrastructure, education, healthcare, etc.; and public participation in discussion and decision-making. The article substantiates the process of decentralization reform and its impact on the socio-economic development of economic entities. The regulatory and legal components of relations between economic entities and local governments are characterized. The main areas that will facilitate efficient cooperation between economic entities of territorial communities and local governments are identified.

In order to create favorable conditions for the dynamic development of the territory, local governments today need to improve the methods and principles of management, as competition between territories is growing. Although territorial communities have the same powers, they differ in spatial parameters, resource capacity, historical and cultural heritage, and other characteristics. This encourages them to use their unique features to increase their competitiveness and attractiveness to various stakeholders. The decentralization of authorities and new boundaries of territorial communities have opened up new opportunities for attracting investments. Attracting investment for community development programs helps to improve its economic, intellectual, and production capacity, find commercial partners, and increase competitiveness. The article aims to examine the main components of improving the competitiveness of territorial communities. It analyzes the peculiarities of the development of territorial communities and identifies the main factors influencing the development and improvement of their competitiveness. The study outlines the main problems that arise in the process of community functioning: finances, governance, environment, personnel, interaction, migration, and infrastructure, and suggests ways to minimize and eliminate them. The decentralization reform and its impact on the socio-economic development of territorial communities are substantiated. The main proposals for increasing the investment attractiveness of the community are presented. The main areas that will facilitate efficient cooperation between local governments and private businesses are identified. The article proves that the main advantages of increasing the competitiveness of territorial communities include building and planning marketing strategies.

Based on the trends in the development and spread of social networks in public life, it is undeniable that the use of the advantages of these platforms has a positive effect on the marketing of any business and, in particular, higher education institutions. The development of an effective strategy for higher education institutions allows solving a series of important tasks, with which other tools, due to their origin and mechanism of influence, may not work so effectively. Formation of an effective marketing strategy in social networks by higher education institutions brings them closer to the target audience and stakeholders, makes them more open to society, allows flexible response to requests, etc. The effectiveness of the SMM strategy depends no less on the correct choice of a particular social network by a higher education institution. Knowledge of the advantages of the target audiences, the digital behavior of stakeholders' representatives, and their expectations allow the institution to gain additional competitive advantages. The results of marketing studies of practical activities of higher education institutions in Ukraine in the marketing of social networks allow to predict their development and identify priority development areas. According to them, YouTube and Instagram are the most popular social networks chosen by domestic higher education institutions in Ukraine. However, the very development of social networks and the loyalty of different target groups to different social networks inclines the leadership of domestic higher education institutions to conduct targeted activities in other social networks, in particular in TikTok and Telegram. According to the purpose and the chosen social network, the communication strategy of the higher education institution is being formed. According to the results of the research of the sites of domestic higher education institutions, a number of problems and their causes are revealed. The article proposes an algorithm for the development and implementation of the SMM strategy by domestic educational institutions and provides practical recommendations for communication and interaction with potential applicants in social networks.

Growing destructive migration characteristics of the current stage of social and economic development of Ukraine prevent the formation of a resource base for ensuring economic security. The article proves that international migration (intellectual, labour, and stationary migration of youth and families), as well as the latest forms of business, intellectual property, and technology migration, have become critical, threatening the sustainable development of the national economy (they deepen socio-demographic disparities and pose a threat to national and economic security due to the loss of resources, complication and deterioration of economic reproduction and revitalization processes). To ensure effective migration regulation and achieve a positive impact of these processes on strengthening the economic security of the national economy in Ukraine, an appropriate toolkit for state regulation of migration according to the components of economic security is proposed. Its introduction makes it possible to ensure the implementation of strategic priorities for the development of the national economy. Strategic vectors of implementation of migration regulation policy in the context of functional components of the system of ensuring economic security are determined: increasing the export potential, increasing the role in the international division of labour through the mobilization of labour resources; reducing the level of energy dependence of the national economy through the development of the internal energy complex and the use of alternative energy supply sources; overcoming systemic problems of sustainable development and forming an environment of economic freedom; technological modernization of the real sector of the economy and development and increase of employment in new types of economic activity in the context of globalization; strengthening of demographic stability by measures of spatial-structural policy and realization of the potential of internal migration; increase of the export potential of the agro-industrial complex in the system of the world food market; ensuring of financial stability at all levels of economic relations; approximation of the quality of life to the EU standards and reduction of social tensions in society; creation of conditions for innovation and technological development, increase of competitiveness of innovative strategic sectors of the economy.

Today, in the context of the COVID-2019 pandemic and military operations, the main objectives of the policy of personnel training for the food industry include the creation and development of a system of vocational education and training, improvement of training standards and curricula, promotion of scientific research and innovation in the food industry, improvement of the accessibility and quality of training, and maintenance of compliance with the labor market. Training of highly qualified employees in this field is the key to the quality of work of these specialists in the food industry, which in turn will indicate the quality of service. The article aims to examine the institutional framework of public policy of personnel training for the food industry. Based on the analysis and systematization of scientific sources of the concept of public policy of personnel training for the food industry, the author offers the vision of such a policy, interpreting it as a set of measures taken by the state to satisfy the industry’s needs for highly qualified specialists with appropriate education and professional training. The main measures taken by the state to create a national system of qualifications outlining the requirements to the qualification of personnel in the food industry are characterized. The experience and main features of the world organizations involved in the training of personnel for the food industry are analyzed. The main tasks of the Ministry of Education and Science of Ukraine in terms of ensuring the implementation of the state policy in education, in particular, in personnel training for the food industry, are substantiated. The article addresses the urgent issue of how to improve the decision-making and upgrade the communication policy of a tourist enterprise. The decision-making practice and the organization of communication in an operating travel agency are analyzed. The article determines that the rationality of management decisions is ensured by the consideration of alternative options for problem-solving. It reveals that a travel agency was one of the industry leaders in Ukraine in the pre-crisis period but suffered considerable losses in the pandemic restrictions and especially due to the war. The need for significant improvement in decision-making practices is emphasized. The article recommends reconsideration of approaches to personnel management and its motivation and the use of personnel management concept based on continuous learning and personal development. The personnel development cost is suggested to be considered as a long-term investment in achieving the development goals of a travel agency. The managerial role of a director stipulates monitoring and evaluation of significant flows of internal information to prevent mistakes in the work of managers and ensure optimal distribution of the manager’s efforts. The importance of the structural organization of information flows for the use of a systemic approach to making the right managerial decision by an enterprise’s manager is emphasized. The article recommends the use of communication as the main functional tool for ensuring the activity of personnel, setting specific tasks, and specifying their sequence. Recommendations for goods diversification, namely the introduction of tourist destinations grounded on the concepts of cultural and creative tourism are offered. The need for intensive integration with digital communication to inform a wide audience of the information society on a travel agency and its services is identified. The article suggests upgrades in the communication policy of an enterprise through its digitalization, virtualization, the introduction of the technology of online communication in social networks, and the development of an efficient model of online communication marketing. Further studies are suggested to be focused on the issues of control over the efficiency of managerial decisions and communication practices and the development of the marketing activity of an enterprise.

An enterprise that moves from the material to the digital, becoming an independent element of business security, is a priority component of the state’s economic security in the context of the digital economy development. Therefore, today we cannot ignore such an important catalyst for the success of economic activity as the use of innovative information and computer technologies, which are the basis of the digital economy and play a significant role in the development of all aspects of social life. Obviously, it is digitalization that has a significant impact on the activities of economic entities and, therefore, focuses on strengthening their economic security. The article aims to determine the nature of digitalization and its impact on the development of enterprise security stability. In the context of the digital economy, studies have shown that the transition from traditional to digital methods is extremely important to ensure the economic stability and security of an enterprise in the most problematic period of its operation. For example, during the COVID-19 pandemic and the full-scale war, the ability to order products without leaving home has become particularly important for consumers, and this factor has become much more significant. The article reveals that elements of digital transformation have become key factors in the development and maintenance of the economic security of small and medium-sized enterprises. The use of these areas of digitalization allows companies to effectively strengthen their operations and ensure their competitiveness in the market. Overall, the introduction of digital technologies will help keep most businesses in the market and increase their contribution to economic development. Using the methods of induction and deduction, the article suggests the hypothesis that the economic security of an enterprise can be strengthened through the use of digital technologies, namely, by using digitalization tools. The article proves that digital technologies allow businesses to increase their efficiency, attract new customers, and increase sales. They allow businesses to increase their competitiveness and adapt to changes in the market.

Over the past decade, the global economy has experienced a number of overlapping crises, so we are increasingly talking about poly-crises, which are difficult to predict and affect economic progress. Regional integration has turned into an essential determinant of globalization processes. In the context of scientific discussions on the main transformation features of the modern global political system, global and regional studies certainly remain relevant, especially considering the fact that regionalization processes have acquired the status of an independent analysis level, while geopolitics and geo-economics have acquired a fundamentally new capacity of impact on global processes. The article aims to examine the impact of the fragmentation of the world economy on global economic progress. The peculiarities of economic development in conditions of fragmentation and its impact on global economic progress are identified. The interdisciplinary nature of global economic fragmentation is outlined. The article argues that the impact of fragmentation on economic progress is negative for the global economy, which is in crisis after decades of increasing economic integration. The conceptual approaches to the geopolitical role and economic capacity of actors involved in the processes of ensuring global economic progress are examined. Fragmentation and its connection with regionalization processes in the global economy are analyzed. The fact that the disruption of trade relations will affect low-income countries the most is emphasized. The article reveals that fragmentation has increased under the impact of crisis phenomena, namely the 2008–2009 global financial crisis, trade wars, sanctions policy, disintegration processes in the EU, the COVID-19 pandemic, and the russian war in Ukraine. The functions of interregional interaction are determined. The article notes that the institutionalization of the global system promotes the expansion of full-fledged cooperation, the development of principles and rules of interaction, and the search for optimal ways to solve global problems and combine the resources of the parties involved more efficiently. The global export of goods, services, and financial flows is analyzed considering the pace of globalization.
