Intensification of emigration, deepening of the demographic and socioeconomic crisis actualize the need for applying adequate mechanisms of the state migration and socio-economic policy to slow down the pace of mass departure of population from Ukraine. This requires research and analysis of the main factors of external migration in order to regulate them. The article is devoted to analysis of the main factors of Ukraine’s population external migration. In particular, the following issues were analyzed: the dynamics of the average monthly nominal wages in Ukraine per one full-time employee (2002-2016 years) in hryvnia and dollar equivalents; the minimum wage in Ukraine in comparison with neighboring countries and the most attractive countries for Ukrainian migrants. If the level of wages in hryvnia is growing rapidly, then it falls in dollar terms, especially in 2014-2015 years. Totally, in spite of wages increasing the general level of households income is decreasing (according to their self-assessment) and the deterioration of purchasing power of the population takes place. During the last period Ukraine has the highest unemployment rate in comparison with neighboring countries. At the same time, our country occupies almost the last place (before Moldova) in the list of human development index of some countries (neighboring countries and countries which are the most often visited by Ukrainian migrants). Thus, low wages and high level of unemployment are the main factors that «push» Ukrainian citizens to neighboring countries. Liberalization of the visa regime with EU countries as well as migration, education and other kinds of policies of some countries (for example, the repatriation of persons of Polish origin, the creation of favorable conditions for the training of foreign students in Poland, Germany, Hungary, etc.) only intensify the existing emigration trends in Ukraine. In order to prevent the mass emigration of the Ukraine’s population, it is necessary to reform the wage system in the direction of increasing its level and improve the conditions of employment on the national labor market.

Considering the market of migration services (MMS), it should be noted that it remains virtually unexplored in Ukrainian and foreign economic science. Thus, today there is no conceptual basis, very few works to determine the nature of «market of migration services» and «migration services» as an object of regulation of this market. The system of scientific approaches to interpretation of the above concepts is not formulated.
The aim of the article is justification of theoretical principles of the MMS’ formation through the development of new provisions of the terminology base, consideration of the market in terms of its institutional support, and analysis of the trans-border MMS by the example of border regions of Ukraine and Poland.
Research methodology involves general scientific and special methods, such as: analysis and synthesis, comparative, graphical methods.
The authors’ determination of concepts of the «market of migration services» and «migration service» is offered. The structure of the market is elaborated according to the subject-object approach. Its main functions are also featured. It is envisaged that the MMS is the basis for a more complex spatial structures – territorial migration systems. An example of a regional trans-border market of migration services, being formed in terms of years of positive experience of Ukraine-Poland relations, is presented. In this context Lviv region and Podkarpackie Voivodeship were taken as a ground for research. Special attention is paid to the market’s participants, in particular, to structuring them according to various criteria. State subjects of the MMS are considered the most in the article. It is noteworthy, that the analyzed market significantly affects the human resources of our country and its demographic reproduction potential. Thus, the state and main trends of the MMS’ development should be systematically monitored and evaluated.

In this article the scientists of the Institute of Regional Research of the National Academy of Sciences of Ukraine performed the retrospective review of elaborations on migration during the period of the market relations formation and gaining of independence by the country. The problems of dissertations that reveal the migration question are analyzed. The scientific investigation directions of the migration question on the basis of scientists’ achievements in defense of dissertations and results of publications in the Institute magazines are systematized. This enabled to establish that till 2010 research problems were focused mainly on causes and consequences of migration, its specificity in cross-border area, geospatial and globalization aspects, in particular as to population mobility in rural areas, problems of repatriation of different ethnic groups.

The special investigation themes were formed according to the studying fields of social and labor potential and labor market where migration determinants are characterized by high importance. Since 2009, it has been performed the general characteristics of modern trends of the migration issues study within the department of social and human development of the region.

It is generalized the main scientific achievements of the department in publications (edition of the collective monograph “Regional migration policy and mechanisms for its implementation”, reference books, collections of scientific works, etc.), an event with a discussion about migration issues (two international scientific conferences, round tables, seminars), applied testing research results at the level of government bodies of the national and local levels, including the state Migration Service of Ukraine. It is presented the main scientific research areas of the department through review of the research themes for the period 2009-2014 where migration issues took up a key position.

These fields are: conditions of migration processes with emphasis on environment multiculturalism in which they occur; migration determinants of social work organization; consequences of migration for development of the social and demographic potential of the region; system approach to the organization of migration processes in the context of sustainable development; system of social and economic security of migrant workers.

Objective concepts and terminology, including regional migration policy definitions, regional migration systems, social and labor systems, migration networks, human potential of a migrant, social security of a migrant and others were developed. Scientific research perspectives of migration issues that concentrate scientists’ attention on social and cultural migration consequences and their regulation possibilities within the country are defined.

A general principle of crediting of economy of Ukraine with the help of external and internal borrowing is considered. Particular attention is paid to the state mechanism of the financing economy through internal state loan bonds. The analysis of the possibility of acceding to this instrument a new component - the migration issue bonds is carried out. Proposals for qualitative use of this mechanism are developed.
